Description

1. The subject of the contract is the supply of brand new vehicles whose technical parameters are specified in the description of the subject of the contract, which is attached as Annex 4 to these specifications. Part I - Delivery of a SLbus light car intended for KP PSP in Zambrów. Part II - Delivery of a heavy quarter-master car intended for the PSP KM in Białystok Part III - Delivery of a heavy quarter-master car intended for the PSP KM in Suwałki Part IV - Delivery of a medium rescue and firefighting car with a 4x2 drive with the function of providing water for domestic purposes for the PSP KM in Białystok Part V - Delivery of a light quarter-master car intended for the PSP KP in Wysokie Mazowiecki. Part VI - Delivery of light SLbus cars intended for KP PSP in Siemiatycze. Part VII - Delivery of a lightweight quartermaster car for KP PSP in Siemiatycze. 2. The award of the public contract results from the obligation to properly manage the assets of the State Treasury. In accordance with the prepared documentation on civil protection and civil defence, which is the Act of 5 December 2024 and the Civil Protection and Civil Defence Programme for 2025-2026, within the framework of the tasks imposed by the Legislator, there is a real need to strengthen the rescue capacity of Rescue and Firefighting Units in the Podlaskie Voivodeship. The highest priority indicator was set for the area of ‘rescue equipment’, which clearly indicates the key importance of this area for effective crisis response. 3. The detailed scope of performance of the contract and the obligations of the contractor are set out in the following documents: - Annex 4 to the FTZ, i.e. Description of the Subject of the Order (abbreviated as OPZ) and - Annex 3 to the FTZ, i.e. Draft provisions of the Agreement, including Annexes 4. The contracting authority provides for the annulment of the procedure on the basis of Article 257 of the Public Procurement Act. 5. The contracting authority shall allow partial tenders to be submitted. The Contracting Authority shall not limit the number of lots for which the Contractor may submit a tender. The contracting authority shall not limit the maximum number of lots that may be awarded to the same economic operator. 6. The contracting authority does not allow variants to be submitted. 7. The Contracting Authority does not intend to convene a meeting of the Contractors. 8. The contracting authority does not require an on-site inspection or verification by the contractor of the documents necessary for the performance of the contract available on-site from the contracting authority. 9. The Contracting Authority does not provide for the selection of the most advantageous offer using an electronic auction. 10. The contracting authority does not intend to conclude a framework contract. 11. The contracting authority does not provide for reimbursement of costs in the proceedings. 12. The contracting authority does not reserve the obligation for the contractor to perform key tasks in person in accordance with Articles 60 and 121 of the Public Procurement Act. 13. The Ordering Party does not require or allow the possibility of submitting an offer in the form of electronic catalogues or attaching electronic catalogues to the offer. 14. The Contracting Authority does not specify additional requirements related to the employment of persons referred to in Art. 2 point 2 of the PPL Act. 15. The contracting authority does not reserve the possibility of applying for a contract only by the contractors referred to in Article 94 of the Public Procurement Act. 16. The Contracting Authority does not provide for the possibility of awarding contracts referred to in Art. 1 point 7 of the PPL Act. 17. The Employer does not require employment referred to in Art. 1-2 of the PPL Act.
