1. The subject of the contract is the supply of brand new vehicles whose technical parameters are specified in the description of the subject of the contract, which is attached as Annex 4 to these specifications. Part I - Delivery of a SLbus light car intended for KP PSP in Zambrów. The award of the public contract results from the obligation to properly manage the assets of the State Treasury. In accordance with the prepared documentation on civil protection and civil defence, which is the Act of 5 December 2024 and the Civil Protection and Civil Defence Programme for 2025-2026, within the framework of the tasks imposed by the Legislator, there is a real need to strengthen the rescue capacity of Rescue and Firefighting Units in the Podlaskie Voivodeship. The detailed scope of performance of the contract and the obligations of the contractor are set out in the following documents: - Annex 4 to the FTZ, i.e. Description of the Subject of the Order (abbreviated as OPZ) and - Annex 3 to the FTZ, i.e. Draft provisions of the Agreement, including Annexes 4. The contracting authority provides for the annulment of the procedure on the basis of Article 257 of the Public Procurement Act. 5. The contracting authority shall allow partial tenders to be submitted. The Contracting Authority shall not limit the number of lots for which the Contractor may submit a tender. The contracting authority shall not limit the maximum number of lots that may be awarded to the same economic operator. 6. The contracting authority does not allow variants to be submitted. 7. The Contracting Authority does not intend to convene a meeting of the Contractors. 8. The contracting authority does not require an on-site inspection or verification by the contractor of the documents necessary for the performance of the contract available on-site from the contracting authority. 9. The Contracting Authority does not provide for the selection of the most advantageous offer using an electronic auction. 10. The contracting authority does not intend to conclude a framework contract. 11. The contracting authority does not provide for reimbursement of costs in the proceedings. 12. The contracting authority does not reserve the possibility of applying for a contract only by the contractors referred to in Article 94 of the Public Procurement Act. 16.
