Implementation of the ILE Regional Management for the area of the Rosengarten Regional Park in the district of Harburg. The regional development process in the Rosengarten Regional Park is to be implemented with the support of the Regional Management for Intergrated Rural Development (ILE). The Rosengarten Regional Park, founded in 2007, covers the territory of the municipalities of Neu Wulmstorf, Rosengarten, Samtgemeinde Hollenstedt, Stadt Buchholz i.d. N. and parts of the Hamburg-Harburg district (Hamburg is not part of the ILE management contract).
For the first time in 2007/2008, the Regional Park developed an integrated rural development concept (REK) in a participatory manner. In 2013 and 2014/2015, the regulatory framework was continued. The role of regional management is to promote the identification, promotion and follow-up of targeted projects by informing, advising and motivating the population and the municipalities involved and promoting the implementation of the regulatory framework. To this end, it is necessary to ensure a full presence of regional management in the region, in the sense of a single point of contact for the citizens of the region, which is always accessible, and as a contact point for the representatives of the municipalities in the Rosengarten Regional Park.
The ‘Regional Park Rosengarten’ region has been selected as the ILE region. The contract is awarded subject to the funding commitment from the PFEIL/ZILE-Richtlinie. The contract will cover the period of the 2014-2020 EU funding period.
Details of regional management services:
General outputs:
— Operating offices for the operational and strategic management of the ILE process, providing all substantive and organisational work and expert advice to the process structure bodies,
— Organisation of coordination and governance bodies,
— Moderation of the regional development process,
— Conflict management, mediation;
— Aligning the ILE process with other regional or sub-regional development processes;
— Liaise with authorising bodies and regional advisory bodies on regulatory issues,
— Establishing and convening operational working structures in line with needs in order to further develop the mission statement, the guiding objectives and the respective fields of action,
— Identifying, creating and convening appropriate forms of exchange of experience between those involved in the operational structures, as required;
— Identification of target groups relevant for the implementation of the regulatory framework;
— Appropriate appointment and involvement of external experts to support regional management,
— Interface function between the Board of the Rosengarten Regional Park and thematic or project-related working structures,
— Ensuring mutual exchange of information,
— Evaluation of the impact of measures through continuous monitoring of regional development,
— Regular documentation of the process and results, reporting obligations.
Conceptual and project development:
— Contributing to the further development of the regulatory framework,
— Development of new fields of action,
— Ideas and drivers and motivation of the members of the working groups,
— Development and implementation of project ideas with stakeholders from the general public, business, administrations, etc.,
— Development of flagship and cooperation projects;
— Promotion of the flagship projects to their implementation capacity,
— Developing projects and specifying the strategies for their implementation,
— Advice to project promoters on the acquisition of funding and funding.
Information, advice and activation of stakeholders:
— Ensuring communication and a continuous flow of information between the organisational levels and between all ILE stakeholders,
— Intensive involvement of municipalities and stakeholders in the development process,
— Establishment and maintenance of networks in the region,
— Networking with other regions to exchange information and experience,
— Advising the actors and bodies involved in the operational and strategic management of the ILE process,
— Designation, mediation and organisation of the capacity of regional actors to meet their needs,
— Address and activate target groups relevant to the implementation of the regulatory framework.
Outreach:
— Informing and activating the public about the objectives, measures and achievements of the ILE through appropriate forms of public perception,
— Networking with regional media;
— Check public perceptions;
— Develop public perception concepts and measures;
— Production and printing of the information material,
— Continuation, operation and development of the Region’s website.
