Italy-Frascati: Research and development services and related consultancy services
Objective of the Very High Resolution 2021 (VHR2021) coverage is to provide the Copernicus Service and possibly other users authorised by the European Commission with a complete coverage of the region EEA-39 with Earth Observation very high resolution optical data. The procurement intends to cover, through the resulting contract, the provision and licensing by Copernicus Contributing Mission Entities (CCMEs) of a homogeneous (i.e. with respect to temporal, spectral and spatial characteristics) full coverage of the region EEA-39 for the reference year 2021 with multi-spectral orthorectified data with a resolution in the range of 2 to 4 meters and with cloud-, cloudshadow- and haze-free conditions. A compulsory 2-meter-only area of interest will be specified. Archived data from 2020 may only be used if necessary to achieve the full coverage. Data from 2022 may only be used for limited gap-filling needs. Specific requirements and price strategy will be specified in the forthcoming statement of work. The data supply will then be embedded in the Copernicus Space Component Data Access and operated through the systems in use for other Copernicus datasets.
This procurement is funded by the Copernicus Programme under the MFF for 2014-2020 and will be open exclusively to economic operators which have their registered office in an EU member state or a state participating in the Copernicus Programme. The ITT package (cover letter, statement of work, special conditions of tender, draft contract) will be published on ESA tendering website (EMITS http://emits.sso.esa.int/emits/owa/emits.main)
In order to access the ITT package from EMITS, tenderers must be registered as a potential ESA supplier. Any tenderer which is not yet registered with ESA as a potential supplier must complete the online questionnaire on esa star https://esastar-emr.sso.esa.int/

Please note that esa-star allows two levels of entity registration: ‘Light’ and ‘Full’. This allows new users wishing to do business with ESA to carry out their registration in two steps. A ‘Light’ registration will grant access to all esa-star services up to and including proposal submission. The award of ESA contracts requires ‘Full’ registration.
