Dostarczanie energii elektrycznej będzie się odbywać na podstawie umowy sprzedaży (bez dystrybucji) i będzie wykonywane zgodnie z przepisami ustawy z dnia 10 kwietnia 1997 r. Prawo energetyczne, Prawo zamówień publicznych, Kodeksu Cywilnego oraz przepisami wykonawczymi wydanymi na ich podstawie. Planowane jest, że Gmina Bełżyce zawrze jedną umowę, w imieniu własnym oraz na rzecz jednostek podległych.
