Description

1. The Education Division of the City of Helsinki (Kasko) invites bidders for a market survey on the application of guidance measures to secondary schools. The application should collect learners' data from the Primus system and provide them with guidance measures if predefined indicators are met. The service must have both Azure AD (Office 365) and Google login at no extra cost. The application should be able to create and edit threads for different control measures. You must be able to pre-determine multiple-choice questions or questions that the respondent is free to answer. The service offers the possibility to create message paths with several different response options, in which case the customer receives a different return message depending on their response. Shipment reports must be available showing which recipients have been missed. The system should record the learner's responses to messages and provide the data collected in the system via the interface for purposes outside the system, such as reporting. The data required for reporting is both statistical (how many of the guidance measures have been resolved and how) and content (e.g. students' answers to multiple-choice questions). The application must be able to send both SMS and email messages. In addition to these, the application should be able to send Wilma (Primus) messages to students or their guardians. We would like to receive references from the supplier on similar implementations carried out for other educational institutions. 2. Indicative timetable for procurement: Winter 2024-25 3. Contact details for the dialogue: Tenderers interested in the procurement are requested to provide the legal name of the company and the e-mail address of the contact person by 13.12.2024 at 15:30 to the following address: olli.korhonen@hel.fi. Message field title: "Application of control measures, technical dialogue". 4. Information on what the contracting entity wishes to receive in the request for information: The contracting entity wishes to propose a solution to the situation mentioned in the description of the subject matter of the procurement. The aim is to get the suppliers' comments and solutions on what would be the best service model to implement the steering measures, taking into account Kasko's special characteristics. The request for information does not oblige the contracting entity to carry out the actual procurement or to carry out the procurement as described in the request for information. The contracting entity is not obliged to take into account the responses received to the request for information in the preparation of the invitation to tender and the contract template. Respondents to a request for information shall not be compensated for responding to a request for information. Responding to a request for information does not bind the supplier to participate in the invitation to tender, nor is it a condition for subsequently participating in the actual invitation to tender. Answering or not responding to a request for information does not affect the tenderer’s position in the actual tendering procedure. Information received in response to a request for information shall be treated confidentially. Text automatically translated in your browsing language Automatically translated
