Upphandlingen syftar till att teckna avtal om bemanningstjänster inom elevhälsan för att kommunen vid behov ska erbjudas bemanningspersonal som innehar rätt erfarenhet, utbildning och kompetens för tillfällig tjänstgöring samt som uppnår den kvalité som kommunen bedömer nödvändig inom ett specifikt avrop och uppdrag. I upphandlingen delas de olika professionerna inom elevhälsan in i fyra olika områden: skolsköterska, skolpsykolog, skolkurator, skollogoped.
