General description of the procurement: The procurement concerns the construction projects of the Tampere University Hospital's Tays renewal programme in the Pirkanmaa wellbeing services county. The construction takes place on Kauppi campus and includes 2-6 sub-projects. Projects are looking for a project management contractor who takes on both the main contractor's and the main contractor's obligations. The scope is in the order of 200,000 brm2 and EUR 1 billion. Conditions and alternative procedures for the continuation of the development phase: If no agreement can be reached with the tenderer selected for the development phase on the final target budget or quality level of the project or any sub-project and the project, or sub-project, ends with that tenderer, the contracting entity reserves the right to continue the project or any part thereof with the tenderer ranked next in the competitive tendering procedure. In such a situation, the contracting entity also reserves the right to put out to tender the project management contractor of the implementation phase, or part of the project, separately with a new procurement procedure and, if necessary, with a new development phase. If the Pirkanmaa wellbeing services county decides to discontinue the project during or after the development phase, the contracting entity reserves the right to tender separately the project management contractor during the project implementation phase through a new procurement procedure or to discontinue the project or parts thereof. If the necessary decisions of the contracting organisation, agreement on the target budget and other terms of the contract are reached, project management contracts for the implementation phase will also be drawn up with the contractor selected for the development phase by subproject.
