Description

Chesterfield Borough Council is seeking a strategic partner who will deliver a range of corporate services on behalf of the Council. The services will include making investment in, developing and delivering corporate support and transactional services and improving access to customer facing services through a partnering arrangement. It is anticipated that the core requirements will comprise some or all of the following service areas:
— financial services,
— asset management (corporate property management),
— facilities maintenance (energy management, repairs),
— revenues & benefits services,
— customer services (including call centre, reception and face to face),
— ict services,
— human resources and payroll,
— legal services (land charges, property law, routine debt recovery),
— engineering services,
— support services (reprographics, invoice and other administration).
This list is not exhaustive and consideration will be given to inclusion of additional services or options for additional services, which will assist in delivering the above mentioned object of the procurement. The ultimate scope will therefore be shaped during the procurement process so as to deliver the best possible outcomes in terms of efficiency, employee protection and maintained and improved performance.
This procurement is being undertaken by Chesterfield Borough Council as lead authority (the 'Procuring Council'). This procurement is also being undertaken for the benefit of any other public organization situated within the region of the East Midlands Regional Improvement and Efficiency Partnership (see www.eastmidlandsiep.gov.uk), without any obligation on them to participate.
Accordingly it is the intention that these local authorities and other UK public organisations should be able to rely on this procurement to purchase such services without the need for any further procurement process. It should also be noted that in the event of re-structuring within local government that this procurement will pass to successor authorities.
Potential bidders should note that a Bidders Day has been organised for 12:30 on the 10.6.2009 in Chesterfield. This will provide bidders with an opportunity to find out more information about the project. Potential bidders are invited to send a maximum of 2 representatives to the Bidders Day.
Under this project the contractor will be required to support the Council's economic and social regeneration objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations.
The anticipated start date for the contract is 1.10.2010.
