Description

The ‘Kadut and Parks’ service area of the city of Jyväskylä’s city structure asks for bids for site monitoring and construction of street and regional development. Street and regional construction sites are located in different parts of Jyväsky, including Korpilahti, Tikkakoski and Vaajakoski. Sites include the construction of streets, areas, walking and cycling paths and associated structures and facilities in new and rehabilitated sites. Site monitoring and construction sites are defined by the contractor on an annual basis. The number of sites may vary during the contract period and the subscriber does not commit to a specific number of items. On the basis of this competitive tendering procedure, 2 service providers will be selected for the framework agreement. The framework agreement period is four (4) years. The purpose of site controls is to ensure the correct construction and safe working methods on the site. The supervisor should have the necessary knowledge of ground engineering automation (General inframodel requirements) for quality monitoring. The general data and quality management requirements of the Infrap Project have been introduced for the city of Jyväskylä, describing data management at different stages of the life cycle. The responsibilities for data management are described in the liability matrix. The requirements are described in the Infrap Project_General_Data and_Quality Management Requirements and its Supplementary Annexes (ZIP folder) to the invitation to tender. The purpose of the construction is to carry out the project from the beginning of the works to its reception and to ensure that the construction is correct and safe working methods on the site. One of the main tasks of the developer is to ensure that the works run smoothly, despite the problems encountered on the site. The extent of the tasks of construction varies from one site to another. The supervisor/builder must have the necessary training, experience in the construction of the infrastructure sector and knowledge of general conditions, legislation and regulatory requirements. The supervisor/builder should be familiar with the plans, works documents and quality criteria for the construction of the site in order to have a clear understanding of the quality sought by the subscriber. It is the responsibility of the supervisor/builder to ensure that the construction is carried out in accordance with the plans, the quality criteria set out in the contract documents of the works (including InfraRYL) and good construction practice. The supervisor/builder documentes the instructions, regulations and authorisations he/she has given to the contractor. The tasks of the developer include, for specified sites, the tasks of the Security Coordinator as defined in Chapter 2 of the Government Decree on the Safety of Construction Work 205/2009. Site supervision shall include tasks under the responsibility of the Security Coordinator, as specified. Sites may include works requiring specific expertise and experience, such as demolition, excavation, pile-building, bridge construction, explosion and quarrying, as well as demanding harvesting. If the site supervisor/builder lacks sufficient expertise and experience of work requiring specific expertise on the site, the contract for site monitoring and construction requires the use of an experienced expert on site. The supervisor/builder shall be available from 7.00 to 16.00 p.m. In the event of urgent incidents on site, the supervisor/builder shall have access to the site in the centre of Jyväskylä with a response time of one and a half (1,5) hours. Response time is defined as the time elapsing between the subscriber’s contact and the arrival of the monitor/builder in the centre of Jyväskylä. The response time is considered on the basis of Google Maps route design. The address of the office of the person designated as controller/builder shall be indicated as the place of departure and the destination of the building hall (Hannikainenkatu 17, Jyväskylä). The tasks of site monitoring and construction are set out in the Annex to the list of tasks for site monitoring and construction.
