Description

The subject of the contract is the provision of lighting services for public places and roads in the city of Wejherowo, including: 1. maintenance of lighting devices; 2. the supply of electricity needed for the operation of lighting; 3. distribution of electricity. I. Maintenance of lighting devices. 1. The technically and economically justified operation, operation and maintenance must be carried out in accordance with the applicable legal provisions and technical standards in the field of operation of the lighting network, health and safety at work, protection from shocks, the principles of the art of construction and engineering knowledge. Street lighting devices are understood as street lighting and illumination devices, constituting an assembly of elements consisting of light sources and lighting fixtures together with supply and control circuits for their operation as well as boom structures and lighting poles. The detailed material scope is set out in Annexes 1, 2 and 3 to this GIP and to the draft provisions of the Agreement. 2. The maintenance of lighting equipment shall include all necessary operational and maintenance activities, and in particular: 1) visual inspection and technical inspections of power, measuring and control equipment in control cabinets (at least once a year), 2) visual inspection and inspection of overhead and cable lines routes (at least once a year), 3) technical inspections of luminaires, booms, poles (at least once a year). 4) replacement of faulty light sources (on an ongoing basis), 5) cleaning of devices (especially luminaires) from dust and dirt (at least once a year), 6) painting and maintenance of metal structures of lanterns, cabinets and switchboards (if necessary), 7) measurements: effectiveness of protection against shocks, insulation, earthing with the frequency provided for by regulations, 8) replacement of damaged power supply and lighting control elements, 9) repair or replacement of damaged cables or suspension of broken wires, 10) replacement of worn out luminaires, frames, ballasts, capacitors, 11) replacement of worn out poles, 12) replacement of damaged booms, pole plates, bay doors of lanterns, 13) elimination of failures in street lighting devices, 14) location of places of damage to lighting with specialist equipment, 15) ordering the area immediately after removing the failure or repairing, 16) ongoing control of the lighting status during the lighting season (at least once a month), 17) periodic inspection of the lighting status carried out jointly with the Ordering Party (once a quarter), 18) covering the costs of disposal of damaged light sources and other worn and damaged elements, 19) 24-hour availability and technical supervision over lighting devices, 20) maintaining a building book for lighting devices powered from a given lighting cabinet containing: one-line diagram of circuits with the type of luminaires and light sources, protocols of measurements carried out, records with the date of finding a failure for each device and records with the date of checks carried out, visual inspection and detected defects, 21) pruning of high and low greenery interfering with street lighting devices in agreement (on each call) with the urban greenery inspector of the Municipal Office. 3. Failures, the consequences of which pose a threat to the safety of persons or property (e.g. risk of paralysis or fire) or cause difficulties in road traffic, shall be immediately removed by the Contractor. 4. Standards of the organization of the operation of the lighting installation include: 1) 24-hour technical supervision of lighting installations, 2) 24-hour service enabling reporting, recording complaints and information about improper operation of the lighting network 7 days a week and 24 hours a day, 3) replacement of lighting elements damaged as a result of road collisions or elements, 4) restoration of lighting from the moment of receiving the notification within a period not longer than: 7 days in the event of failure of individual light points, b) 24 hours in the event of failure of the lighting sequence, c) immediately in the event of danger to life or property. 5. Lighting technical standards include: 1) meeting the deadlines for lighting and extinction of luminaires in accordance with the astronomical calendar, 2) maintaining 90% of luminaires' lighting efficiency (the permissible number of unserviceable luminaires applies to 100 consecutive luminaires of any selected lighting sequence), 3) The Contractor will accept reports of failures of lighting devices, while keeping a register of these reports. The register will contain a sequential application number, information on: the declarant, the date and time of the notification and the date of the repair. II. Supply and distribution of electricity. The supply and distribution of electricity includes 59 energy consumption points for street lighting (2,684 luminaires). Electricity should meet technical standards in accordance with the provisions of the Energy Law Act and its implementing regulations and technical standards. The transmission capacity is 336 kW. The detailed material scope of the supply and distribution of electricity is set out in the annexes: Nos 1 and 3 to this GIP and to the draft provisions of the Agreement.
