Description

The purpose of this public procurement is to procure the supervision services by site managers of the works related to the three investment objectives, namely: Lot 1 - Modernisation of county road infrastructure 205P between Ivăncești – Făurei, Precistanu – Balta Raței – Mircești and Dj 204D – Mândrești – DN 23. Lot 2 - Modernisation of county road infrastructure DJ 205 H between Domneşti Târg - Domneşti Sat - Pufeşti- Ciorani - Călimaneşti - Pădureni - E85(DN2), Vrancea County. Lot 3 – ‘Reinforced concrete bridge on DJ 205B, over Şuţa River, Satu Nou locality, Panciu city, Vrancea county, L = 155.00 m, km 49+870, Vrancea county’. The general objective of the contract is to give the Purchaser the guarantee that the Contractor in the works contract will fulfill all the responsibilities assumed by the contract, will comply with the legal provisions, technical regulations and specifications and will perform the works in accordance with the contractual obligations, both during the construction works and during the period of notification of defects (the warranty period of the works). The supervisor must have authorised site managers on his team, in accordance with the law, and any other persons necessary for the performance of his role. The estimated value of the public procurement procedure is: RON 1,188,288,81 without VAT, consisting of: - RON 345,000.00 without VAT- Lot 1 - Modernisation of county road infrastructure 205P between Ivăncești – Făurei, Precistanu – Balta Raței – Mircești and Dj 204D – Mândrești – DN 23. - RON 341,357.06 without VAT- Lot 2 - Modernisation of county road infrastructure DJ 205 H between Domneşti Târg - Domneşti Sat - Pufeşti- Ciorani - Călimaneşti - Pădureni - E85(DN2), Vrancea County. – RON 501 931.75 without VAT – Lot 3 – ‘Reinforced concrete bridge on DJ 205B, over the Şuţa river, Satu Nou locality, Panciu town, Vrancea county, L = 155.00 m, km 49+870, Vrancea county’. In order to achieve these objectives, the bidder declared winner of the award procedure will provide the supervision services that will be provided throughout the design services, the execution of the works, the technical assistance, including during the guarantee granted to the works, respectively until the signature of the final acceptance report of the works, in compliance with the legislation and technical regulations in force. Further details can be found in the Specifications. The number of days until which clarifications can be requested before the deadline for submission of tenders is 20 days. The Contracting Authority will reply only once to requests for clarifications on the 11th day before the closing date for the submission of tenders. This procedure is initiated under this standstill clause, in the sense that the conclusion of the public contract is subject to the allocation of budget appropriations for this purpose, the signing of the contract being subject to compliance with the provisions relating to the commitment of expenditure from budgets subject to public finance legislation. The CA specifies that it will conclude the contract with the successful tenderer only to the extent that the funds necessary for the procurement will be ensured by allocating budgetary commitments/credits for this purpose. If, for any reason, budget commitments/credits will not be allocated, for a period of 12 months from the date and for the final settlement of any disputes, the procedure will be automatically cancelled, given that there is no other source of financing, in accordance with Article 212(1)(c) second sentence of Law 98/2016, as it is impossible to conclude the contract.
