Description

Public transport services in South Karelia and Kymenlaakso in accordance with the route-based concession agreement. For the purposes of this call for tenders, a route-based concession contract means a concession contract in accordance with Regulation (EC) No 1370/2007 of the European Parliament and of the Council (the Service Contracts Regulation) and the Act on Transport Services (320/2017), which is drawn up for the purpose of managing scheduled public transport services planned by the subscriber. The content of the access right is defined in the Annex "General terms and conditions of the route-based access agreement". The services covered by this invitation to tender will be granted an exclusive right under the Services Contracts Regulation by means of a separate administrative decision in exchange for the discharge of public service obligations. The exclusive right shall be granted as defined in the Annex Draft Concession Agreement. The interoperability requirements required by the Act on Transport Services (Section 157) are described in more detail in the invitation to tender and its appendices.
