The object of the procurement is to sign a Framework Agreement, with a duration of 48 months from the date of entry into force of the Framework Agreement, setting out the terms, conditions and the legal, financial, technical and administrative framework for the award of the subsequent Contracts, in order for the bidders to ensure, in a safe, efficient and financial manner, the supervision/supervision of the works, consisting of site supervisor, OSH and Supervision for the investments carried out at the level. Subsequent contracts to be concluded during the course of the framework agreement will cover: 1.Site management and OSH services for the investments carried out by the contracting authority up to the threshold for which the provisions of GD 1/2018 apply, requiring low complexity works, characterized by a limited number of areas for the authorization of site managers and a small number of specialized/authorized persons, mandatory according to the legal provisions for carrying out the works; 2. Site management, OSH and supervision services (point III of the tender specifications), for the investments carried out by the contracting authority up to the threshold for which the provisions of Government Decision No 1/2018 apply, which require high-complexity works, characterised by an extensive number of areas for the authorisation of site managers, a variety of specialised/authorised persons involved, who are mandatory under the legal provisions for carrying out the works and whose efficient and legal performance requires their supervision/coordination; 3. Supervision/coordination (point IV of the tender specifications) for certain categories of procurement contracts relating to investment objectives financed from public funds, approved by Government Decision No 1/10.01.2018, as amended, including the services referred to in points I and II of the tender specifications, in accordance with the legal requirements governing them. The duration of subsequent contracts concluded during the period of validity of the framework agreement may exceed the duration of the framework agreement and extends until the complete completion of the activities that are the subject of them, taking into account any forms of extension, in correlation with the investment for whose supervision the contracting authority contracts the services of this framework agreement. The estimated minimum and maximum quantities for the duration of the framework agreement as well as for a subsequent contract are described in the Tender Specifications. Note: In this documentation, the notion of investment must be understood in a broad sense and refers to works contracts carried out at the level of the contracting authority, for which the legal provisions impose the obligation to purchase services of the category that is the subject of the framework agreement. The notion of investment, contained in this documentation, does not refer and should not be regarded as a category of contracts whose financing is to be provided strictly from the investment budget chapter, but as a result of works contracts, regardless of the source of financing, and of the budget chapter from which the financing was provided, but which requires, according to the legal requirements, the provision of services among those covered by the framework agreement.
