The minimum number of candidates allowed to submit a tender is set at 3. The number of phases will be definitively decided by the BUYER according to the results of the discussions. -End of dialogue When the BUYER considers that the discussion has come to an end, he shall inform the candidates who have participated in all phases of the consultation. It invites them to submit their final tender on the basis of the solution(s) they presented and specified during the dialogue, within a period which may not be less than 15 days. The invitation to submit their final tenders shall include at least the closing date and time for receipt of such tenders, the address to which they will be sent and an indication of the obligation to draft them in French. Additional information on the functional programme or partially defined project shall be sent to economic operators requesting it in due time, no later than six days before the deadline for receipt of final tenders.
