The subject of this contract is the design and execution of the Investment entitled: ‘Reconstruction of the Wastewater Treatment Plant in Paczków.’ The subject of the contract includes the comprehensive implementation of the Investment, in particular: a) preparing complete design documentation, obtaining all necessary administrative decisions, opinions and arrangements required by law, including, among others, building permits and (if applicable) updating water permits; b) execution of all Construction Works and supplies of machinery and equipment in accordance with approved design documentation and PFU; c) exercising author's supervision during the execution of construction works; d) carrying out the full Start-up and Trial (Operational Trial) process together with confirmation of the achievement of the Control Parameters and the Ecological Effect; e) obtaining on behalf of the Ordering Party the final decision on the permission to use; f) granting the Guarantee on the terms set out in the contract; g) provision of the Website (Service Care) within 12 months from the date of signing the Final acceptance protocol for Construction Works; Implementation of the investment in the floodplain. The scope of the order also includes the service of the Website, on the conditions indicated in the PFU. Following the floods in 2024, the technical condition of the existing plant prevents its normal operation. The plant is currently operating on a temporary basis. The treatment plant needs urgent reconstruction, taking into account the location on the floodplain. Based on the requirements contained in the PFU, it is necessary to design, build and achieve an ecological effect in the practice of a new sewage treatment plant with advanced systems of mechanical, biological treatment, sediment management, power supply, control and monitoring. Meeting the location requirements for the reconstruction of the wastewater treatment plant in Paczków forces the design and execution of demolition works and technological facilities with parameters that guarantee the proper functioning and durability of the structure with possible floods and storm inflows that destabilize the operation of the plant, also taking into account the complex ground conditions described in the PFU. Design documentation prepared by the Contractor before obtaining a building permit and at the stage of technical projects shall be subject to approval by the Contracting Authority. The Contractor shall attach to the PAB project a list of designed devices containing the name of the Manufacturer and basic technical performance, power and material parameters in accordance with the requirements set out in the PFU. After the construction and commissioning of the treatment plant, the contractor will be obliged to document the required process guarantees specified in the PFU. The contractor in the offer calculates the provision, within 1 year, of a full and free warranty service, including inspections (including materials, wear parts, lubricants, etc. complete demand) required by the equipment suppliers to maintain the warranty. Due to the implementation of the contract in the ‘design and build’ formula, detailed parameters, technical specifications, communication protocols, cybersecurity certificates and the architecture of ICT systems and solutions will be subject to verification and approval by the Contracting Authority/Contact Engineer at the stage of drafting the design documentation and in the material application procedure, in accordance with the provisions of the PPU. At the stage of submitting the tender, the Contractor is obliged to submit in the Tender Form a declaration of full compliance with the PFU requirements in the area of ICT technologies and systems and to include all necessary works, software, licenses and implementations in the flat-rate bid price.
