Description

The location of the University of Police (HfPol) in 88400 Biberach is to receive an almost climate-neutral heat supply by converting the combined heat and power plant in accordance with the requirements of the energy and climate protection concept. The campus of the College of Police was built in the 1970s and comprises 30 buildings. The central heating system was renewed in 2014 and was then equipped with modern and innovative technology. On site there are 6 accommodation buildings, 6 educational and sports facilities or shooting ranges, 6 administrative buildings and 12 other warehouses and garages. Many of the buildings on the property do not yet meet the energy standard of the state's specifications. However, these are to be rehabilitated and energetically upgraded in the coming years, regardless of this measure. The heat supply of the entire property with an installed capacity of approximately 3.8 MW is currently carried out via two gas-powered combined heat and power (CHP) plants, a gas condensing boiler, a heat pump and an electric boiler. As part of the renovation measure, the installations of the technical building equipment, in particular the energy supply, are to be renewed in an energy-efficient, sustainable and demand-oriented manner in accordance with the applicable legal requirements and the state of the art, with the involvement of the participating specialist planners and architects, as part of an integral planning. Already renewed components must be tested for reusability and included in the new concept. In order to achieve the climate policy goal of a net-greenhouse gas-neutral state administration by 2030, CO2 emissions must be drastically reduced and suitable solutions for further increasing energy efficiency and CO2 reduction must be developed beyond the applicable energy requirements for state buildings. Fossil fuels must be replaced as completely as possible by renewable energies. The CO2 shadow price must be taken into account in the comparative energy assessment of supply concept variants. The installation of a new monitoring system is planned so that the new and existing plant components are networked with each other and ensure energy-efficient operation of the building. In this context, the construction of a new building control system for the heating house is planned, which is to be integrated into the existing infrastructure. In order to achieve the lowest possible primary energy demand, the roof areas suitable for this purpose and not required for other functions and, if necessary, parking areas must be used in full for electricity generation by a photovoltaic system in coordination with the required approval authorities. Appropriate possibilities for the use of built-in PV (e.g. roof) are to be used. In this context and the use-related hot water demand, the use of solar thermal energy must also be tested. For the parties involved and the construction process (which is usually the responsibility of the architect for other construction projects), a supplementary lump sum must be specified in the fee offer per service phase. As part of the preliminary design planning, a comprehensive energy analysis of the buildings on the property in question must be carried out. All relevant energy parameters must be determined, including the energy efficiency of the existing building structure as well as the heating and ventilation systems, in order to ensure more efficient operation of the new heating concept. When developing the concept, the refurbishment roadmap of the property must be taken into account.
