Description

The energy transition is leading to an increasing demand for electrical power from the north of Germany, where more and more wind power is generated on land and at sea, to the south. This changes the energy infrastructure and makes it necessary to expand the transmission grid. As part of this expansion, two further cable connections for high-voltage direct current (HVDC) transmission are planned and are designed as underground cables. The underground cables are to be routed to the earth surface at certain points for testing and maintenance purposes, which is to be realized in a cable section station (KAS). In addition, cable monitoring stations (CMS) are being set up for monitoring purposes. The tenderer's bid must comply with the procurement documents (see General Planner's Contract §3 Components of the Contract); Side offers are excluded. Furthermore, the terms and conditions of the commercial part of this invitation to tender shall apply. The procurement documents can be accessed free of charge, without restriction, in full and directly at the following electron-safe address: https://eliagroup.sharepoint.com/:f:/s/Filebox/El2dOTQG3TNHYACG-4zclsBzfWPq2O4vhA0IwhrgVk4Fw?e=hkpdWr The contracting authority would either like the contract for (a) Lot 1: Construction planning services for the NOL project and (b) Lot 2: Construction planning services for the SOL+ project or (as an alternative to the separate award of the above-mentioned individual lots) the contract for (c) Lot 3, which includes the construction planning services for both the SOL+ project (Lot 2) and the NOL project (Lot 1). The tendering and negotiation phase is carried out individually for each lot. There is no offer and/or surcharge limit. It is therefore possible to apply for several lots (see also Annex A_General information on the procurement procedure). If the tenderer intends to submit a tender for Lot 3, the following shall apply: - In the case of an application for lot 3, the tenderer must also submit tenders for lot 1 and lot 2 in accordance with the above-mentioned award conditions. - When drawing up a tender for Lot 1 or Lot 2, the tenderer must take into account (particularly in the calculation) that the decision to award the contract will be taken on the basis of the award criteria for Lot 1 or Lot 2. It is therefore possible that the contract for Lot 1 and Lot 2 will be awarded to different tenderers. The content of the tender for Lot 3 consists of the services provided by the individual lots, which will be stapled. However, these elements of the tender for lot 3 do not have to be identical to the tenders for lot 1 and lot 2, which the tenderer must submit in addition to the tender for lot 3 concerned. On the contrary, the tender for Lot 3 must take into account the specificities resulting from the combined award of the lots. This should be apparent in particular from the design of the concepts, such as the concept for the tender schedule [sub-criterion 4.5 “Conclusion of the implementation of the contract dates” of the award criteria], as well as from the calculation. Contracts may be awarded to the same tenderer for one lot only. The economic viability of tenders will be determined on the basis of the award criteria set out in ‘Annex D.1_Award criteria’. The contracting authority shall carry out a comparative assessment of the tenders for lots 1 and 2 with lot 3 in order to determine whether the tender submitted by a particular tenderer for lot 3 satisfies the award criteria relating to that lot better than the tenders submitted for the individual lots concerned. The contract will be awarded to the tenderer whose tender has received the highest number of points following the evaluation of the tender on the basis of the award criteria laid down. With the non-awarded bidders, a backup function in accordance with §21 of Annex B: General planner contract agreed. Text automatically translated in your browsing language Automatically translated
