Description

The purpose of the service contract covered by this opinion is to select technical assistance to support DG INTPA’s West Africa geographical unit in Brussels and the European Union delegations of the countries targeted by the Individual Measure in coordinating the two complementary actions: ‘Better managing migration in West Africa’ and ‘Unlocking the potential of youth in West Africa’. These two actions, and the resulting programmes, aim to improve migration management and boost green socio-economic development in West African partner countries. More specifically, the first action will contribute to improving the sustainability of migration management systems in the countries concerned, placing the rights of migrants, in particular returnees, at the centre. The second action will aim to improve the inclusion of young people, tempted by migration or returning migrants, by promoting employment and access to finance around green economy sectors. Referencing systems for returnees supported by the first action should feed, in part, the target audience of the second action. This synergy is essential for the success of these actions, as well as their coherence with the Multiannual Indicative Programmes (PIPs). The tasks of the Technical Assistance will include: - prepare, logistically and in terms of content, the coordination committees covering the programmes of the two actions, paying particular attention to their complementarity and consistency with the MIPs; - ensure the capitalisation and dissemination of lessons learned; - support the harmonisation of the systems for monitoring the results of the Individual Measure, including logical frameworks, and ensure aggregated data restitution.
