Description

The City of Naantali requests your offer for school transport for the contract period 20.10.2025 (target) - 31.7.2025. The Basic Education Act defines the criteria according to which the city is obliged to arrange free school transport for pupils receiving basic education, pre-primary education or supplementary education. In its meeting on 23 November 2021, the Education Committee reviewed the transport criteria and they can be found on the website of the City of Naantali. General information: The school transport of the city of Naantali is mainly carried out by Föli, which, however, is not able to cover the transport needs of all students. These other transports are provided, for example, to pupils who live far from the bus stop or who have other special needs. In addition, there are a few winter transports. If the client is able to use public transport in school transport, the client reserves the right to use it. In addition to regular transport, student transport is needed temporarily on the basis of an accident or other reason (e.g. gypsum patients and transport for teaching arrangements), which means that the average transport need is a few weeks. In some cases, special equipment may be required for temporary transport. Transport is a matter of transport between home and school. The transports are carried out on school days fixed for each academic year. During school holidays or public holidays, school transport is not carried out and no compensation is paid to the service provider. The service provider must have sufficient resources to handle transports in accordance with the invitation to tender, as well as contingency arrangements, e.g. in case of illness. No separate compensation is paid to the service provider for such arrangements. Special arrangements shall be notified to the subscriber without delay. The customer does not commit to certain procurement volumes, but services are procured according to the customer's needs. The route information provided is only estimates. The number of pupils, transport timetables and exact routes are confirmed annually in August-September, and the number and location of pupils transported may vary during the school year. The customer has the right to change routes and timetables as needed. The Customer shall endeavour to notify the changes in good time. Personnel of the service provider: The service provider must commit to ensuring that the personnel used in service production are suitable for the provision of services. The staff providing the services must be appropriate towards the students and take into account that the transport services are provided to children in accordance with, for example, the language and friendly use appropriate for children. Drivers must ensure safe transportation for pupils and guide children as needed, e.g. in the use of seat belts. Drivers should exercise special caution in the vicinity of the school and at the pick-up/exit points of the pupils. There is a smoking ban on vehicles and their immediate vicinity. Drivers must have mobile phones from which they can be reached during transport. New drivers will be familiarised with the service in accordance with the contract, possibly in cooperation with the customer before the start of the transports. The school transport guide of the National Board of Education has been delivered to the drivers responsible for school transport. The service provider has checked the extracts from the criminal records of the drivers responsible for the school transport of underage children (Act on the Investigation of the Criminal Background of Persons Working with Children). Upon request, the subscriber shall be provided with a summary of the identity of the driver's criminal record and the date of proof. If the driver performing the transports has a final conviction for drink-driving at the start of the service or the driver is convicted of drink-driving during the contract period, he or she shall not, for four (4) years from the date of the final judgment, perform the transports to the subscriber. This also applies to subcontractors. Drivers must have sufficient oral and written knowledge of the Finnish language. The annexes to the invitation to tender are as follows: 1. Route information 2. Working and holiday days 2025-2026 The service provider is responsible for the functionality of the service so that it functions as a whole in accordance with the customer's requirements. The service provider's tasks also include other tasks that can reasonably be considered part of the service provider's tasks in order to perform the service in accordance with the contract. The service provider must follow the agreed schedules and routes. Transport is carried out in accordance with the legislation in force, the regulations issued on the basis thereof and the instructions given by the City within the limits of its competence.
