Only the tenderer ranked first according to the award criteria will be considered as an āactiveā tenderer. The other tenderer, ranked second, will be considered as a āreserveā tenderer. Its contract may be activated only in the event of default by the active successful tenderer. In this context, the contracting authority will reserve the right, while complying with the rules on public procurement, to call on the reserve tenderer who submitted the second most economically advantageous tender on the basis of the award criteria of the Framework Agreement (cascade principle).
