Description

This is a multi-annual contract for the supply of sets of crimped and cut wires of the right length used in different configurations, among others, for the installation of a smart meter (different lengths, type of cables and type of cable ends or shoes). Under this contract, the contracting authority intends to pursue a policy of social and professional integration of disabled or disadvantaged persons (CSR initiative). In this context and in accordance with Article 15 of the Law of 17 June 2016 on public procurement, access to the award procedure is reserved for sheltered workshops and economic operators whose objective is the social and professional integration of disabled or disadvantaged persons. The aim of the contract is to conclude a Framework Agreement with several Economic Operators. The contract consists of 1 lot: Lot 1: The purpose of the contract is to conclude a cascading framework agreement with the first two tenderers ranked according to the award criteria. Only the tenderer ranked first according to the award criteria will be considered as an ā€˜active’ tenderer. The other tenderer, ranked second, will be considered as a ā€˜reserve’ tenderer. Its contract may be activated only in the event of default by the active successful tenderer. In this context, the contracting authority will reserve the right, while complying with the rules on public procurement, to call on the reserve tenderer who submitted the second most economically advantageous tender on the basis of the award criteria of the Framework Agreement (cascade principle). Consequently, the defaulting successful tenderer, in accordance with the ex officio measures provided for in the Royal Decree of 14 January 2013 laying down the general rules for the performance of public contracts, will have his contract, for that Framework Agreement, terminated for the remainder of the duration of the Framework Agreement.
