Extension of the city camera surveillance system (MKDS) and related equipment
The subject of this public contract is the extension of the city camera and surveillance system (hereinafter referred to as ‘MKDS’) by mobile elements in the locality of the city of Liberec. The aim of the expansion of the MKDS is flexible monitoring of public spaces and equipment of the municipal police for the transmission of information. In parallel to this procurement procedure, a public contract entitled ‘Ensuring 5G connectivity’ is ongoing to ensure 5G connectivity, including the supply of 5G routers/modems. The implementation of the subject of this public contract requires the cooperation of the supplier of mobile components with the supplier of connectivity. The draft contract contains an obligation to provide mutual cooperation with this supplier. The administrator of the metropolitan network, including the city’s central data repository, is the Liberec Information Society, a.s. (‘Liberecká IS’), wholly owned by the Statutory City of Liberec. This involves the delivery of the following mobile elements: • 10 camera sets for service vehicles, • 24 body cameras for officers, • 4 mobile camera sets assembled rotating IP cameras with a backup power supply for public lighting, • 3 security surveillance and communication sets including SOS communication with 5G support, • storage expansion for these devices. The delivery will be carried out within the framework of the project ‘Advanced security-preventive tools in the 5G network’. The project focuses on the modernisation of the Liberec MKDS with the aim of optimising and streamlining the performance of the municipal police (hereinafter also referred to as ‘MP’) in ensuring the security of public spaces using modern technologies and the 5G network. A description of the required equipment is given in Annex 5 to the tender specifications – technical specification. The supplied equipment must be new and unused, comply with the requirements of Act No. 22/1997 Coll., on Technical Requirements for Products and on Amendments to Certain Acts, as amended, and must comply with all applicable legal regulations and technical standards relating to internal equipment. The supplied equipment must be fully compatible with the existing city camera surveillance system (MKDS) as well as with the technological elements that are solved in the context of the simultaneously implemented public contract for its extension (VZ2). A description of the state of the art is given in Annexes 5 and 7 to the tender specifications. Part of the subject of performance is the transmission of all documents required for the handling of products and their proper use (especially warranty certificates). The subject of performance also includes transport to the place of performance, installation, assembly, and the performance of other tasks necessary for the products to fulfill the agreed or usual purpose in the places of use. The subject of performance also includes the removal and disposal of all packaging and other materials used in the performance of the contract. The contracting authority points out that, as part of the requirements for the implementation of the public contract, emphasis is placed on ensuring cybersecurity and the credibility of suppliers. The detailed requirements in this area are specified in Annex 5 to the tender specifications (Technical Specifications). The requirements are based, inter alia, on the recommendations of the National Cyber and Information Security Authority (NÚKIB), Directive (EU) 2022/2555 of the European Parliament and of the Council (NIS2) and the draft law on critical infrastructure. The supplier is obliged to fully respect these requirements, in particular in relation to the technologies used and ensuring the integrity, credibility and security of the supply chain. Failure to comply with these requirements may constitute grounds for excluding the contractor from the procurement procedure or for not concluding a contract for the performance of a public contract. All activities related to the subject of performance are specified in more detail in the draft contract and in the technical specification (see Annexes 3 and 5 to the tender specifications). The contracting authority draws the attention of all participants (contractors) to the fact that the implementation of this public contract is conditional on the award of a subsidy to the contracting authority.
