Germany-Hamburg: Architectural, engineering and planning services
With effect from 1 January 2013, the Free and Hanseatic City of Hamburg established the Landesbetrieb SBH | Schulbau Hamburg (hereinafter referred to as SBH) in accordance with Section 26(1) of the Land Budget Regulations. Its task is to plan, construct, maintain and manage school premises in accordance with economic principles, taking account of school concerns, and to rent more than 400 schools to the Agency for Schools and Vocational Training (BSB). School real estate includes all land and buildings used for educational purposes in the state and vocational schools. The land area is approximately 9 100 000 m² and the main area of use is approximately 3 100 000 m².
In this activity, Schulbau Hamburg was commissioned to organise a competition for the extension and replacement of the Gyula-Trebitsch School at the Solarweg 90 site in Hamburg.
The subject of the competition was the preliminary design for the extension and replacement construction of new buildings. The new building should extend the existing areas of the school to include areas for general education, specialist teaching, administration and all-day operation, or replace the areas of detached existing buildings. In total, approx. 4 270 m² of NGF were to be produced in accordance with DIN 277.
The competition was decided in September 2014; the downstream negotiated procedure will be concluded before November 2014. The preliminary design plan of the contracted designer will be made available to tenderers as part of the invitation to tender. In accordance with Section 55 of the HOAI, the designated object planner is to provide advice to the selection process of the technical equipment designer.
The provisional total investment volume for the measure is EUR 10450000 gross in accordance with DIN 276 cost groups 200-700.
The contracting authority attaches particular importance to the development of a holistic approach to energy. Cost-effectiveness in planning, execution and operation, the minimisation of life-cycle costs and the optimisation of the energy performance of the buildings are assumed.
Completion and handover to the user is planned for Q1 2017.
The services to be awarded consist of:
— Performance phase 1 in accordance with Paragraph 55 of the HOAI, technical equipment, plant groups 1-8 in accordance with Paragraph 53(2) of the HOAI as an optional assignment by the AG,
— Service phases 2 and 3 in accordance with Paragraph 55 of the HOAI, technical equipment, plant groups 1-8 in accordance with Paragraph 53(2) of the HOAI,
— Service phases 4 to 9 in accordance with Paragraph 55 of the HOAI, technical equipment, plant groups 1-8 in accordance with Paragraph 53(2) of the HOAI, as an optional assignment by the AG (possibly in stages to be determined by the contracting authority).
The school management participates in the supply negotiations in an advisory capacity. If necessary, other representatives from the administrative context will participate in an advisory capacity (district).
The contracting authority shall be assisted and assisted in the operational implementation of this VOF procedure by the Office D & K drost consult GmbH, Hamburg.
The construction project is managed by the Office Witte Projektmanagement GmbH in its capacity as authorised Client Representative. Against this background, the Office will also provide technical assistance and advice to the contracting authority in the context of this VOF procedure.
