The subject of this public procurement procedure is the combined procurement of electricity supply of the Požega-Slavonia County and users, and in all respects in accordance with the technical characteristics and other required conditions indicated in the Procurement Document. The electricity supplied must contain at least 50% of electricity from renewable sources. In order to stimulate the production of energy from renewable sources in order to make it more competitive with energy from conventional sources and to encourage the construction of new sources of renewable energy and the achievement of sustainable development, the Contracting Authority has determined that electricity must contain the above-mentioned minimum percentage of electricity from renewable sources. Namely, on the basis of the National Green Public Procurement Action Plan for the period 2015-2017 with a view to 2020, which was adopted at the session of the Government of the Republic of Croatia on 26 August 2015, as the basic benchmark of green public procurement for electricity, it is envisaged to purchase at least 50% of electricity from renewable sources and/or to purchase electricity from high-efficiency cogeneration (with the provider to indicate the share of electricity from renewable sources that he intends to supply to users). Renewable energy sources shall be energy from renewable non-fossil sources, such as wind, solar (solar thermal and solar photovoltaic) and geothermal energy, ambient energy, tide, wave and other ocean energy, hydropower, biomass, landfill gas, sewage treatment plant gas and biogas pursuant to Article 3(1)(68). In order to confirm that the conditions relating to the origin of electricity have been met, the successful tenderer (supplier) is required to submit to the contracting entity, for each year, a valid certificate from the Register of Guarantees of Origin of Electricity, issued by an independent body issuing a guarantee of origin for electricity, confirming that at least 50% of the electricity supplied (that is, the quantity - percentage share of electricity stated in the successful tenderer’s bid) was produced from renewable energy sources. The selected tenderer (supplier) must submit the certificate of origin of electricity to the contracting entity in accordance with the Methodology for Determining the Origin of Electricity (NN Nos 133/14, 127/19). Tenderers are obliged to enclose with the tender a statement that after the execution of the public supply contract they will provide the Contracting Authority with a guarantee of origin of electricity, which will show that the share of electricity indicated in the tender is produced from renewable energy sources.
