The subject of the contract ‘Engineering – design, construction and author’s supervision of the site ‘Construction and commissioning of the Ihtiman WWTP with incoming infrastructure’ and includes the implementation of the following main activities: Review and analysis of the available source data and information provided; Development of an investment project in the ‘technical design’ phase for the site ‘Construction and commissioning of the Ihtiman WWTP with incoming infrastructure’; Assistance in coordination of the investment project with the relevant competent administrations, interested institutions, operating companies and third parties in accordance with the applicable regulations; Obtaining all necessary permits in connection with the execution of the construction; Execution of any other accompanying and related activities necessary for the execution of the construction in accordance with the regulatory requirements, the requirements of the Contracting Authority and the approved investment project; Supply and installation of machines and equipment for WWTP according to the technical specification and the technical proposal of the Contractor; Performing author's supervision under the Spatial Development Act, including giving, if necessary, technical solutions, additions and/or amendments to the project and assistance in putting the site into operation; Drawing up a training programme and conducting training for the personnel who will be responsible for the operation and maintenance of the machinery and equipment supplied and installed at the WWTP, as well as providing a Manual(s) for the operation and maintenance of this equipment; Preparation of executive documentation, cadastral recording of the entire construction and submission of the data to the relevant geodesy, cartography and cadastre office in accordance with Article 54a(2) of the Cadastre and Property Register Act; Submission of the site and its acceptance by the Contracting Authority with a Statement of Findings establishing the suitability for acceptance of the construction Annex No 15 under Regulation No 3 of 31 July 2003 on the drawing up of acts and protocols during construction; Participation in the commissioning of the site with a Protocol for establishing the suitability for use of the construction Annex No 16 of Regulation No 3 of 31 July 2003; Fulfilment of obligations related to ensuring the normal functioning and use of the completed construction site and removal of hidden defects after the acceptance and commissioning of the site within the warranty periods for completed construction works and facilities in accordance with Regulation No 2 of 31 July 2003 on the commissioning of construction sites in the Republic of Bulgaria and the minimum warranty periods for completed construction and installation works, facilities and construction sites. Scope of the investment intention: Regional pre-investment studies (RPIPs) have been drawn up for the separate territory served by ViK EOOD Sofia District, according to which investment measures are envisaged for the construction of a waste water treatment plant (WWTP) in the town of Ihtiman. There is no WWTP in Ihtiman. The equivalent number of inhabitants that will serve and treat the future treatment plant includes the polluting loads generated on the territory of the city of Ihtiman. At present, waste water generated in the locality is discharged untreated into the Mutivir River, a right-hand tributary of the Topolnitsa River, a water catchment area of the Maritsa River. The treatment plant will be built on plot No 32901.088.32, massif 88, ‘Geovi verbi’ locality, Ihtiman, type of property – Municipal private, type of territory – agricultural, category V, NTP – Fields, area 6.88 decares. The property is located along the route of the incoming collector from the city to the site of Chugunoleene AD, and the designated site for WWTP is located at the required distance from the city. The envisaged water treatment technology in the Ihtiman WWTP has flowing bio-basins with prolonged aeration. The water technology scheme provides for mechanical treatment, including coarse mechanical treatment and a raw waste water pumping plant and a combined facility for fine mechanical treatment of waste water. Biological treatment including pre-biobasin selector with volume homogenization Biobasin flow-through type with continuous aeration simultaneous denitrification and chemical removal of phosphorus. The sludge technological scheme provides for the construction of a shaft for floating sludge from the built secondary radial sludge settlers, which are pressurized to a tank before the dewatering building; sludge sealant for excess activated sludge; centrifuge dewatering of sludge. According to the LIPP, the following service buildings and facilities are provided - reagent farm for chemical dephosphation; air blowers and transformer substation; building pumping station for internal water from WWTP; administrative-laboratory building; technological building and janitorial. According to the LIPP, the following structural volumes of the facilities are envisaged: Total volume of bio-basins (SBR) – 4887 m3; Total volume of secondary settlers - 884 m3; Total construction volume of the biological step - 5771 m3; Total volume of precipitate sealant – 94 m3; Total construction volume of biological step and sludge - 5865 m3. Incoming infrastructure: Water supply: The site is to be supplied via the existing water main supplying the WWTP of Chugunoleene AD. Power supply: To power the station with electricity, a new transformer station will be built, located on the border of the property with the street regulation line. Backup power supply is provided with a diesel generator. The power supply will be provided from the 20kV overhead power line "Dimitar Milchev". An inlet manifold and an outlet manifold should be provided for the normal operation of the treatment plant.
