Description

On behalf of the Lichtenberg School and Sports Office, the Lichtenberg Road and Green Area Office (SGA) plans to decouple areas of selected 24 properties (school locations) that discharge rainwater into the sewerage system of the Berliner Wasserbetriebe (BWB) and instead to seep the rainwater on site. In this way, the SGA wants to make a contribution to the so-called ‘sponge city’ by keeping the rainwater generated on site instead of in the sewers of the Berlin water companies and seeping there. To this end, a technical report on the 24 properties of the school and sports office is to be commissioned with proposals for concrete measures to be implemented. The properties should first be examined by an appraiser (e.g. engineering office) for their suitability for leaching or use of rainwater for irrigation by means of an inventory (e.g. pre-analysis of environmental atlas of contaminated sites, soil surveys if necessary to determine the permeability coefficient). On the basis of this study, concrete proposals for (structural) decoupling measures, including a cost estimate per property / per measure, are to be submitted and information on any necessary permits under water law for seepage is to be given. Not all proposed measures necessarily have to be economical over the planned useful life (full-armortising), although the most economical variant of the decoupling option must be planned. Therefore, a profitability study within the meaning of § 7 LHO must be carried out for each proposed measure, in this case in the form of a simple amortisation invoice. The aim is to document which measures are amortised within the lifetime of 25 years by the savings of the rainwater fee currently payable (according to current fees of Berliner Wasserbetriebe). In a second step, funds are to be applied for for the measures found to be economically viable for their structural implementation. The aim of the measure is to cut off the discharge of rainwater into the BWB sewerage system as far as possible and instead to seep it completely on site or in adjacent public green spaces or, in appropriate cases, to catch it for irrigation purposes. As a result, groundwater can be enriched and thus contribute to strengthening the resilience of Berlin's urban greenery.
