Denmark-Hillerød: Special-purpose road passenger-transport services
This notice concerns a proposed change of supplier without reopening a call for tenders. The Region of Hovedstaden’s contract party is now the City of Copenhagen. As of 1.1.2016, the Municipality of Copenhagen, together with 7 other municipalities, establishes a municipal community called: Hovedstadens Beredskab I/S. Hovedstadens Beredskab I/S is responsible, inter alia, for emergency and ambulance tasks. The reason for the establishment of Hovedstadens Beredskab I/S is an agreement of 3.6.2014 between the Government and KL (Local Government Landsforening), which states, inter alia, that the municipalities must establish themselves in new inter-municipal emergency cooperation by 1.1.2016. The Municipality of Copenhagen has therefore asked Region Hovedstaden to accept that the supply agreement (Partial Agreement No 8) for ambulance services in the Bispebjerg Hospital area of 30.1.2009 (contract expired on 1.2.2016) is transferred to Hovedstadens Beredskab I/S as a new supplier. Whereas:
(1) the City of Copenhagen will transfer all activities, assets and employees related to the contract to Hovedstadens Beredskab I/S;
(2) Hovedstadens Beredskab I/S meets the suitability requirements set out in the tender procedure underlying the contract with the Municipality of Copenhagen;
(3) neither the specifications of the invitation to tender nor the contract preclude it; and
(4) that there is no other substantial change in the content of the contract, the Region of Hovedstaden intends to accept the change of supplier and thus to conclude an amendment to that effect without reopening the invitation to tender.
