Description

These audits are broken down as follows: Phase 1: a description of the various items of expenses and operating income of EDF SEI (lot 1) and Gérédis and EEWF (lot 2), excluding purchases related to the electricity system, and a detailed and quantified analysis of their developments over the period 2 022 to 2029, Phase 2: assessment of the level of expenses and revenues from 2 022 to 2024, estimated 2 025 and forecast 2026-2 029 of EDF SEI (lot 1) and Gérédis and EEWF (lot 2) on the basis of comparative elements, or on the basis of the expertise of the contract holder, Phase 3: recommendations on the efficient level of operating expenses of EDF SEI (lot 1) and Gérédis and EEWF (lot 2) that should be taken into account in the authorised income and assessment of the performance indicators put in place and monitored by the operator(s), Phase 4 (optional tranche): update of the work in phases 1 to 3 and an analysis of the justification of the elements updated by EDF SEI (lot 1) Gérédis and EEWF (lot 2), in so far as the operator will have to update the trajectory of its projected operating expenses and revenues (2026-2029) by 15 June 2025.
