I. The subject matter of the contract is a service consisting of:

Scope of documentation
1.1. Purpose and basis of the study
The main purpose of the contract is to:
A. Development of the Programme Concept for the extension of Provincial Road No 833 Chodel – Kraśnik from km 0+ 000 to km 26+ 679.
B. Preparation of materials and annexes necessary for obtaining an environmental permit.
1. Composition of the Documentation
As part of the requested design documentation, the following elements should be developed:
1.1 General part
1.2 Environmental part
1.3 Technical documentation
1.4 Geotechnical and geological engineering documentation
1.5 Economic and financial part
2. Scope of the study
2.1. General part (3 paper version + 1 copy on CD/DVD) consisting of:
1. A descriptive part containing:
Subject matter of the study
Legal basis for the study
Location of the investment
The general characteristics of the planned extension of provincial road No 833, taking into account the variants of circumventing the authorities and moving the section of road into Kraśnik, together with the extension/reconstruction/construction of engineering structures.
2. A drawing part containing:
1. Indicative plan on a scale 1: 25000 showing the course of the planned extension of provincial road No 833 after the existing trace, taking into account at least 3 variants for bypassing the authorities and moving the section of road into Kraśnik.
2. Situation plan on a scale 1: 1000 on the current master map and on the orthophotomap reflecting the current land development for the road along the existing trace and for bypassing the authorities and moving the road into Kraśnik separately for each of the proposed variants, showing:
(a) the course of the planned extension of the road (with a drawing, inter alia, the carriageway) with the demarcation lines of the investment site for the Class G road in accordance with [1.2];
(b) linking the proposed option to the existing road network with the road number and category of roads and their direction;
(C) sites protected under legislation on the protection of monuments, including archaeological sites;
(D) forms of nature protection protected under nature legislation, including Natura 2000 sites;
(e) the areas representing the types of sites to be protected against noise, designated on the basis of the planning documents in force, in the absence of planning documents, the types of areas subject to acoustic protection should be determined on the basis of information obtained from the competent mayor, mayor or president;
(F) the location of existing groundwater intakes, indicating their protection zones;
(g) the location of existing/designed engineering structures.
Comment.
The Contractor is required to present and discuss at the Technical Council of the ZDW in Lublin, organised at its request or by the Contracting Authority, the options proposed in the general part of the planned extension of DW 833, taking into account the options for circumventing the authorities and moving the road into Kraśnik, in order to accept three options for further development.
2.2. Environmental part.
1.2. Environmental permit
The investment in question on the basis of:
— Article 71. Point 2 of the Act of 3 October 2008 on the provision of information on the environment and its protection, public participation in environmental protection and environmental impact assessments (consolidated text: Journal of Laws 2016, item 353),
— Paragraph 3(a) 1 point 60 of the Cabinet Regulation of 9 November 2010 on projects likely to have significant effects on the environment (consolidated text: Journal of Laws 2016, item 71)
it is eligible for projects likely to have significant effects on the environment for which an environmental permit is required.
It is for the Contractor to prepare the materials and obtain the annexes necessary for the competent authority to issue an environmental permit (the scope of materials necessary for obtaining an environmental permit must at the same time meet the requirements laid down in the Guidelines of the Minister for Regional Development on environmental impact assessment procedures for projects co-financed by national or regional operational programmes).
On the basis of the materials produced by the Contractor, the annexes and the application for an environmental permit, the Contracting Authority will apply for this decision.
In the light of the above, the Contractor shall:
— prepare an application for an environmental permit with the necessary annexes referred to in Article 74. 1 of the Act of 3 October 2008 on the provision of information on the environment and environmental protection, public participation in environmental protection and environmental impact assessments (consolidated text: Journal of Laws 2016, item 353), i.e.:
— Information card of the Undertaking to the extent that it complies with Article 3. 1(5) of the above-mentioned Act,
— a copy, certified by the competent authority, of a cadastral map covering the intended area on which the project will be carried out and covering the area affected by the project,
— a map on a scale to ensure that the data presented are legible, indicating the projected site on which the project will be carried out and indicating the projected area on which the project will be affected, together with a record of the map in electronic form,
— an extract from the land register or other document, issued by the authority responsible for the land and buildings register, enabling the parties to the proceedings to be identified, including at least the number of the cadastral parcel and, if disclosed: the land register number, the name or the name and address of the registration entity, covering the intended area on which the project will be carried out and the area affected by the project;
In addition, if the authority competent to issue the environmental permit imposes an obligation to carry out an environmental impact assessment of the project, the contractor will draw up an environmental impact report in accordance with the scope set out in:
— Article 66 of 3 October 2008 on the provision of information on the environment and its protection, public participation in environmental protection and environmental impact assessments (consolidated text: Journal of Laws 2016, item 353),
— an order imposing an obligation to carry out an environmental impact assessment of the project and defining the scope of the environmental impact report for the project.
The developer will actively participate in the administrative procedure aimed at issuing the environmental permit by:
— making any clarifications, additions and amendments to the materials and annexes prepared,
— participation in any meetings organised in the context of the above-mentioned administrative procedure.
1.3. Materials necessary for obtaining an environmental permit
(a) Project Information Sheet (6 copies on paper + 6 copies in electronic form on CDs/DVDs, editable files and.pdf files),
(b) a copy of the cadastral map certified by the competent authority (2 copies in paper form for each localisation variant of the project mentioned in the application for a decision on environmental conditions, including one copy for the Contracting Authority),
(C) map on a scale to ensure the legibility of the data submitted (6 copies on paper + 6 in electronic version on CDs/DVDs, editable files and.pdf)
(D) an extract from the land register or other document issued by the body responsible for the land and buildings register (2 copies on paper for each variant of the location of the project mentioned in the application for a decision on environmental conditions, including one copy for the Contracting Authority),
(e) A report on the environmental impact of the project if required (6 copies on paper + 6 copies in electronic form on CDs/DVDs, editable files and.pdf files).
2.3. Technical documentation
Technical documentation drawn up in 5 copies separately for each of the sectors (e.g. road, electrical, sanitary, construction, teletechnical, etc.) is permitted to link road to electric road lighting and road sanitation for road drainage, for the option favoured by the Contracting Authority taking into account the environmental protection solutions indicated in the environmental permit, consisting of:
A descriptive part containing:
(a) the basis for the development of the project,
(b) the subject matter and scope of the study,
(C) the types of works planned (construction, extension, etc.) in accordance with the Construction Law,
(D) technical characteristics of the road designed:
design speed,
permissible axle load,
width of the lanes of the planned surface structure,
ground and water conditions.
(e) existing condition (road width, roadside, road lane, description and assessment of existing pavement structure, types of land and water conditions, justification for deviations from design standards),
(F) design solutions for roads and culverts,
(g) design solutions for engineering structures,
(H) surface structure,
(I) dehydration method with water receivers,
(J) traffic flow forecasts and their structure,
(K) the assumed width of the carriageway,
(L) industrial robots (conflict resolution with engineering equipment, stand),
(m) redemptions and demolitions,
(N) traffic safety devices,
(o) industrial robots (conflict resolution with engineering equipment, stand),
(p) redemptions and demolitions,
(Q) environmental protection devices,
(R) monuments,
(s) land take-up,
(T) technical data of the facility characterising the environmental impact,
(U) an overview of the design elements, i.e. length of pavements, cycle paths, walking-bike routes, number of crossings, number of bays, length of sewerage, number and type of engineering structures.
A drawing part containing:
(a) Indicative plan on a scale 1: 25000 or 1: 10000 from:
the beginning and end of the road section covered by the project,
the location of the planned road in red and the network of other roads (with different colours) and the numbering of roads.
(b) Situation plan on a scale 1: 1000 drawn up on an up-to-date master map with:
marked on the coloured existing and design boundaries of the road lane,
the location of the main points of the route with their geodetic coordinates,
existing and planned road facilities and equipment, as well as transverse roads approximately 20 m from the border of the provincial road lane and their mileage,
a pitch that takes into account the characteristic points,
the design elements of the road, such as: carriageways, service roads, exits, pavements, cycle paths, walking-bikes, bus bays, green lanes, etc.,
the axis of the road, together with the parameters of the transient curves and curves, the ordinates of the elevation axes of the road, together with the parameters of the transient curves and transient curves of the axes at characteristic points (e.g. breaks of level),
location of normal cross-sections.
(C) Long profiles (for the main road and additional roads serving plots adjacent to the main road/service roads/) on a scale of not less than 1:100/1:1 000 drawn up along the axis of the planned carriageway in accordance with levelling with:
designed ordinates,
the drops and uplifts of the planned levelling of the carriageway, indicating horizontal and vertical curves,
levelling of drainage devices with ordinates and drops,
the location of the lowest point of the longitudinal profile carriageway in the street sections on horizontal curves where cant is used if a concave vertical arc is present at the same time,
existing rows,
pictorials of road points such as: start, end, centre of horizontal and vertical curves, bags, exits, crossings, bus bays, etc.,
lengths of straight and curves,
hectometres,
the location of the engineering structures,
the location of existing and designed water receivers and their ordinates,
the location of intersections and exits.
(D) cross-sections of the normal route(s) on the road lane on a scale of 1:50, specifying:
the outline of the design surface of carriageways, kerbs, pavements, cycle paths, walking-bikes and green spaces,
the boundary of the road lane,
lateral decreases,
the location of the existing and reconstructed underground network and equipment,
the type and thickness of the various layers of pavement structure and the length (kilometre) of the occurrence of the normal section in question,
2.4 Geotechnical documentation in 4 copies – to identify groundwater and water conditions for the purpose of determining the geotechnical conditions for the laying of the road and e.g. tanks for rainwater from the road lane in accordance with [7.4], [7.3], [7.2], [7.1].
2.5 Geological and engineering documentation in 4 copies – for the recognition of groundwater and water conditions.For each engineering structure, the required documentation must be prepared to determine the geotechnical conditions for their planting in accordance with [7.4], [7.3], [7.2], [7.1].
2.6 Economic and Financial Part 3 drawn up separately for the three selected options, including:
2.6.1 Description (including valuation methods, price level).
2.6.2 The summary cost statement (ZZK) should include all costs related to the preparation and implementation of the investment project, and in particular the costs of: design works, land acquisition and preparation, supervision and servicing of investors, construction and assembly works broken down by basic product ranges and reserves for works and unforeseen costs.
2.6.2.1 In the context of ZZK, an indicative estimate of the acquisition costs of the necessary property must be drawn up. Depending on occurrence, this estimate should include quantitative and cost breakdowns for each object being valued in the following cost groups:
(1) buildings and structures;
(2) land;
(3) plant constituents;
(4) related to the management of restricted areas;
(5) related to temporary occupations of the site.
2.6.2.2 ZZK also includes the separate costs of individual facilities and groups of facilities with a separation of sectors.
2.6.2.3 ZZK shall be carried out in tabular form, stating: LP., the names of the group of aggregated accounting elements, units, quantities of units, prices per group of accounting elements.

When describing the design solutions, the Contractor shall not indicate trademarks, patents or origins, unless this is justified by the specificity of the subject-matter of the contract or if it cannot describe the device or material by means of sufficiently precise terms. In such a case, the description will be accompanied by the words ‘or equivalent’, with the result that the said specific product is merely illustrative. Where equivalent solutions are used. The contractor must specify the parameters of equivalence. In addition, when describing the design solutions, the Contractor must specify the parameters of equivalence.
2. The subject-matter of the contract must be described “by technical and qualitative characteristics;
subject to Polish standards transposing European standards or standards of other Member States of the European Economic Area transposing those standards’ (Article 30 of the Public Procurement Act.
3. The Contractor shall bear a daily date of all documents produced.
