Description

The acquisition concerns the implementation of three new construction projects to be used by the City of Espoo as a single life cycle project. The sites consist of kindergarten, school and library buildings. The preliminary total size of the sites is approximately 16,000 brm2 and approximately 1,500 places for pupils and early childhood education and care. All of the buildings are new buildings, one of which is new and two replace the building on the plot. The project consists of the following three building blocks: • Kurttila School • Jupper School's new building and the day care centre and library complex • Olari day care centres in Finnish and Swedish The purpose of the procurement is to cover the design and construction work of each building as well as the maintenance and user services of the building to be specified separately, so that the project promoter would be responsible for the usability and conditions of the building for a service period of approximately 20–25 years. The project may also include demolition of existing buildings, which will be addressed during the project negotiation phase. During the negotiation phase, the option to extend the service period further may also be discussed. The contractor of the project will be Espoon Koulutaival Oy, which will act as the landlord of the City of Espoo in the target buildings. The contract structure of the project will be specified during the negotiation phase of the procurement. The aim is that the framework agreement acts as the so-called umbrella agreement for the actual set of agreements, and that the responsibilities of the investment period of the project are defined in the target-specific works contracts and their annexes annexed to the framework agreement, and the responsibilities of the service period in the target-specific service contracts and their annexes annexed to the framework agreement. Before entering into the actual life cycle project agreements, Espoon Koulutaival Oy and the successful bidder are to agree separately on the implementation and replacement of follow-up and building permit design work and any preliminary construction and demolition work, as well as on the conclusion of the final life cycle project agreements at the same time as the lease agreements between Espoon Koulutaival Oy and the City of Espoo are signed. The aim is that the procurement decision will be made after the negotiation phase of the project at the end of 2025. Construction work is expected to start at the end of 2026. In the comparison of the price-quality ratio, the weight of the price is 60% and the weight of the quality is 40%. In terms of quality, the criteria to be taken into account are the functionality of the design solution, the architectural solutions of the design solution and its suitability for the environment, the life cycle and sustainable development perspective of the design solution, as well as the implementation of design and construction, the implementation of services and maintenance, the PTS plan and the operation of the negotiation phase. During the negotiation phase of the project, planning solutions and other means to best meet the needs of the contracting entity are negotiated with the tenderers. During the negotiation phase, the contracting entity prepares the final tender documentation on the basis of which tenders are requested. The successful tenderer shall be selected on the basis of the tender on the basis of the selection criteria specified in the final tender documentation. The project language is Finnish. The intention is that a tender can be submitted and a consortium can be selected to carry out the project. Members belonging to a grouping cannot be reduced or changed. Members of the grouping may be added, provided that the new members comply with the requirements set out in this contract notice and provide the required explanation. These requirements must already be met by the composition of the group in which the request to participate is made. If the candidate is a group, a separate ESPD form shall be submitted for each member of the group. If a candidate relies on the capacities of a subcontractor or other entity to meet the minimum requirements for access to the negotiation phase (e.g. reference requirements), an ESPD form shall also be provided for that subcontractor or other entity. This also applies to our own group companies. Text automatically translated in your browsing language Automatically translated
