Description

The City of Hämeenlinna will request your tender for the construction machinery and equipment needed for different needs to be rented in accordance with this invitation to tender and the annexes. This is a service purchase above the EU threshold, the estimated value of which, excluding VAT, is €400,000 per year. Rental construction machinery and equipment will be put out to tender as an open procedure in the form of a framework agreement so that all tenderers meeting the suitability requirements will move to the reference stage. The benchmark is the lowest price. The bidder offering the lowest price will receive maximal points of 100p and others in relation to the winning formula with the lowest price/price offered * maximal points. 1 (one) contractor will be selected for the contract period. If there are equal points in the tender, the procuring entity may assess whether there are qualitative differences in the construction machinery or equipment to be rented, or the procuring entity will draw an investment for the tenderers between the equal points. If no difference in price is achieved in the tenders, the assessment and drawing of the qualitative factors is a method acceptable in the case-law of the Court of Justice of selecting the contractor in the event of a tie. Qualitative factors refer to the functional and technical characteristics of construction machinery and equipment, kilometres or hours driven, year of manufacture.
