Description

MARKET DISCLAIMER DISCLAIMER SHIPPING AND DISCLAIMER SERVICE This notice is a pre-notification. No offers are requested under this notice. The prior notification is accompanied by an invitation to a market dialogue, in which case all suppliers interested in the procurement have the opportunity to engage in a dialogue on the procurement with the Finnish Transport Infrastructure Agency. The purpose of the market dialogue is to conduct a general dialogue on the subject matter of the procurement and its determination. The market dialogue does not bind the Finnish Transport Infrastructure Agency to carry out the procurement. In addition, the market dialogue does not bind the supplier to participate in a possible tender. The subject of the market dialogue is the procurement of grubbing-up and rescue services by the Finnish Transport Infrastructure Agency as separate procurements for the area of three different bases. The acquisition will be 5+1+1 years (5-year contract including up to two-year option in one-year periods) starting from the beginning of 2026, including the necessary preparation period at the end of 2025. The purpose of the market dialogue is to identify the field of bidders and to provide more information on future competition. The actual call for tenders will be launched at the beginning of 2025. Under the guidance of the Finnish Transport Infrastructure Agency, the winning service provider will provide clearing and rescue services to the state rail network in accordance with the guidelines. The service can also be delivered on private tracks by agreement. The service must be able to be provided 24/7 on a stand-by basis. Grubbing-up and rescue services may be needed after various accidents or disturbances that have occurred on or in the vicinity of the railway network. Typical situations requiring clearance and rescue services include rolling stock derailments, collisions, TDG accidents, level crossing accidents, personal injuries and weather-related disturbances affecting the railway network. The service provider provides the Finnish Transport Infrastructure Agency with personnel suitable for the service (service production personnel, steering engineers, unit directors and station personnel). The Finnish Transport Infrastructure Agency trains the personnel and grants those who have successfully completed the training the competence of a track rider. Maintaining the track sweeper qualification requires regular training and education. The Finnish Transport Infrastructure Agency manages and owns the infrastructure needed for the service, providing the facilities needed for the service, as well as the necessary equipment and equipment. The Finnish Transport Infrastructure Agency invites potential bidders to a market dialogue on 12 November 2024 at 12-16, Ratapihantie 9, Pasila (Senate meeting room, meeting room Kirsikka). It is also possible to participate in the event via Skype link. Register for the market dialogue by 30 October 2024 at the following e-mail address: pirjo.ranta@vayla.fi. When registering, please let us know if you are attending the event in person or remotely. The Finnish Transport Infrastructure Agency will send a survey link to those who have registered, through which it is possible to send advance questions for market dialogue. The questions will be discussed at the event under the guidance of experts from the Finnish Transport Infrastructure Agency. The Customer reserves the right to invite suppliers also for bilateral negotiations or to continue the technical dialogue in another separately announced manner, which will be announced later if necessary. The descriptions in this prior information notice and the estimated date of publication of the contract notice are preliminary and indicative pre-contractual information. Participating companies will not be compensated for answering or participating. Text automatically translated in your browsing language Automatically translated
