In September/October of each year, the number of graduates from general and vocational schools (excluding vocational schools) and the number of starters (school leavers with completed apprenticeships) should be forecast for the following calendar year. These forecasts should also include the numbers of places of education and residence (at the time of school leaving). The values should relate to the territory of the – Federal Republic of Germany, – individual Länder of the Federal Republic of Germany, – individual Land AOKs/Allgemeinen Ortskrankenkassen Baden-Württemberg, Bavaria, Bremen, Hessen, Lower Saxony, Nordost (Berlin, Brandenburg and Mecklenburg-Western Pomerania), NordWest (Land Schleswig-Holstein and Westfalen-Lippe region), PLUS (Länder of Saxony and Thuringia), Rhineland/Hamburg, Rhineland-Palatinate/Saarland and Saxony-Anhalt and their respective sales areas (regional directorates, offices) of the Land AOKs (currently approx. 450). The distribution areas of AOKs are geographically defined and do not correspond in part to district, municipal and postal code areas. Once the provisional real values of the newly concluded training contracts have been obtained at the level of the training place, the contractor will adjust the (actual) job starter potentials for the distribution areas of the AOKs referred to above at the level of training and residence. The contractor is expected to also update selected statistical data relevant for the identification of potential. The contractor is expected to acquire and collate the necessary structural data from various secondary statistical sources. It also ensures that data (formats) are as uniform as possible and comparable on a year-by-year basis by means of prior agreements with the relevant offices. In order to break down the forecast values (training/residence) from the federal/regional level to the individual distribution areas of the AOKs, the contractor shall draw up a regional section for each AOK from a list with municipal identification numbers, municipality names and rural districts. The AOKs allocate the associated distribution areas to the municipalities. The contractor will be responsible for all the co-ordination of the territorial keys. These include, in particular, the creation and dispatch of circulars and results files for the allocation of the distribution areas and the coordination of the return. If the number of school leavers in the rural districts shows discrepancies of at least 5 % between the reference years used for the calculation, the contractor shall investigate their causes and communicate them to the contracting authority and the AOK concerned together with the timely delivery of all forecast data.
