Description

ETK hereby provides a framework agreement on Security Services and Escorts. The purpose of the framework agreement is to ensure security of supply of guards for the following service categories: • Fixed shift: o Fixed shift means permanent manning at a specific location for defined periods of time in accordance with the watchkeeping instructions in force at any given time • Watchkeeping rounding and supervision: o By guard rounding means the execution of one of ETK defined guard instructions, which is written in the Supplier's rounding description. • Escorts: Accompanying and supervising non-security approved external persons, e.g. suppliers, contractors or advisers and their employees at the Danish Defence Establishments The detailed content and scope of the services are set out in the tender documents. The framework agreement is awarded to two suppliers who are ranked on a cascade on the basis of ETK’s tender evaluation, cf. point 4. Specific orders for the Framework Agreement will be awarded as follows: Orders are awarded to the first Supplier in the cascade. If, due to capacity reasons, this Supplier is unable to execute the order within the stipulated deadlines, cf. clause 9 of the Framework Agreement, the other Supplier in the cascade will be awarded the order. The Framework Agreement has an expected estimated value during the ordinary term of the Agreement of DKK 225 million excluding VAT divided into DKK 100 million in the first year of the Agreement, DKK 50 million in each of the second and third years of the Framework Agreement and DKK 25 million in the fourth year of the Framework Agreement. The estimate assumes that conditions occur during the agreement period that affect the turnover of the Framework Agreement in a downward direction, including but not limited to the use of conscripts for guarding tasks. See clause 7.1 of the Framework Agreement for further details. However, there is great uncertainty as to whether circumstances occur that affect the turnover on the Framework Agreement downwards, and if there are no circumstances that may have the stated effect, and the Framework Agreement's options for extension for up to 36 months are fully exercised, the value of the Framework Agreement is estimated at DKK 700 million over the total term. The value is only an estimate based on past purchases and the expected future purchases at the time of the tender. The expected estimated economic value is thus not binding on ETK, and the Supplier cannot regard the estimated value as a guaranteed turnover or an obligation for ETK to agree on a specific quantity of the Services covered by the Framework Agreement. The maximum financial scope of the framework agreement for the total duration is DKK 1.1 billion, excluding VAT. The maximum financial scope of the framework agreement thus constitutes a right for ETK to purchase via the agreement regardless of the purchase volume exceeding the annual estimated value. The framework agreement shall terminate without notice if ETK’s maximum value of the framework agreement in accordance with the contract notice is exceeded prior to the above. The reason for the maximum value of the Framework Agreement is the risk that ETK’s future needs exceed the estimated needs at the time of the tender, especially in view of the increased economy and level of activity in the Defence as a result of the Defence Agreement for 2024-2033, the Agreement on strengthening the Defence’s fighting power of 22 February 2025 and the current security policy situation.
