In accordance with Government Decision (GD) No 592/2024 on the organisation and functioning of the Ministry of Justice, as subsequently amended and supplemented, the Ministry of Justice draws up public policies, strategies and action plans in the field of justice, preventing and combating corruption and serious crime, including in line with the objectives of the governing programme, and negotiates, implements, monitors and evaluates international technical and financial assistance programmes for the prevention of crime and corruption, regardless of the beneficiary institution or institution implementing them. Currently, the Ministry of Justice provides the legislative information application legislatie.just.ro, a website dedicated to both individuals and legal entities. The purpose of the platform is to facilitate public access to official information on normative acts issued by Romanian state institutions, thus contributing to legislative transparency and a better understanding of the legal framework in force. The general objective is to modernize the legislative platform legislatie.just.ro, in order to ensure legislative transparency, accessibility and a better understanding of the national regulatory framework by citizens and interested institutions. The modernisation of the IT platform will contribute to: – Facilitating public access to official information through an up-to-date, secure and efficient technological infrastructure. – Increasing the quality and efficiency of digital public services by aligning with European standards and improving the end-user experience. – Optimised interconnection with European legislative portals (e.g. N-Lex), thus supporting integration into an international legislative network. – Increase the number of users and traffic on the legislative platform by implementing modern functionalities that meet current requirements. The impact of the modernisation is complementary to other initiatives of the institution aiming to digitalise and make public services more efficient. Timeline of clarifications: Requests for clarifications will be sent via the SEAP portal to www.e-licitatie.ro. Deadline for receipt of requests for clarifications: 21 days before the closing date for submission of tenders in SEAP. According to Article 161 of Law No 98/2016, as subsequently amended and supplemented, in so far as clarifications are requested in good time, the contracting authority’s reply to those requests will be published in S.E.A.P on the 11th day before the deadline set for submitting tenders for applications/tenders. The replies to the requests for clarifications will be published in S.E.A.P. by the contracting authority, without revealing the identity of the person who requested the clarifications in one step.
