Description

The target of the procurement is coaching in accordance with the Disability Services Act (675/2023) (Sections 7-8) for the Kymenlaakso wellbeing services area as a purchasing service. The purpose of the training is to strengthen the skills needed for the independent life of a person with a disability and to improve the functional capacity of a person with a disability in situations of life change. Skills also refer to proficiency in sign language and the use of means of communication that support and replace speech. Coaching can also be used to practice the management of matters related to independent living and their systematic implementation or the use of public transport with the aim of independent mobility or to increase the ability to use personal assistance. The training responds to a need for support that is not permanent or long-term. Coaching is a goal-oriented and fixed-term service that includes: - Sub-topic 1: Practical training in knowledge, functional skills and social interaction - Sub-topic 2: Sign language teaching and guidance on the use of speech-supporting and alternative means of communication - Sub-topic 3: In addition, the price for a group-based implementation will be asked in accordance with the invitation to tender. Coaching can be given to either one or more of the three areas of coaching mentioned above. The tenderer may therefore submit a tender in one or more of the areas. The service to be procured is described in more detail in the service description and draft contract appended to the invitation to tender. A maximum of five (5) suppliers meeting the suitability and minimum requirements will be selected for the procurement by sub-area. Suppliers are ranked according to the price by sub-area. The order of precedence may be deviated from in certain situations, which are described in more detail in the grounds for decision-making. The starting date of the contract is 1 May 2026. The contract is valid until April 30, 2028, after which the Subscriber has the right to extend the contract for two (2) one (1) year option periods. The option is the Customer's right, not an obligation. By submitting an offer, the Provider undertakes that the service production under the Agreement will commence on 1 May 2026. The Customer does not undertake to obtain any minimum amount of service from the Supplier.
