Rammeaftalen omfatter løbende levering af postbefordring af valgkort i hele Danmark. KOMBIT indgår rammeaftalen på vegne af alle kommuner, som forpligtes til at indkøbe alle distributionsydelserne via rammeaftalen, dog er den mellemkommunale distribution af brevstemmer valgfri for kommunerne. Kommunerne forpligtes også til at lade sig repræsentere overfor leverandørerne via KOMBIT.
