Description

Committed to the energy transition, Saint-Etienne Métropole wishes to strengthen the links between energy, development and construction in the municipality of Rive de Gier, with the constant search for the improvement of energy efficiency. In this context, Saint-Etienne Métropole has decided to launch a global public energy performance contract. On the other hand, it includes an intervention on the enclosure and covered for the central boiler room to be created and, if necessary, for the other ENRR production points. The overall performance contract includes the terms P1, P2, P3 of the MC GER type, as well as the works for the creation of the central boiler room, any other ENRR productions, the network and the substations. The construction and commissioning operations of the works by the contractor include the tasks of project manager, scheduling, piloting and coordination. It is specified that the P1 includes the supply of fuel from the central heating plant and any other production. With regard to electricity consumption, the Contracting Authority wishes to entrust the purchase and management through a P1' whose purchase and revision modalities will be discussed during the dialogue in order to be integrated. The purpose of the application phase consultation file is to provide an initial description of the project, to briefly present the requirements, constraints and expectations of the consultation and, in general, of the contract as a whole.
