Description

The purpose of this consultation is to define the procedures for carrying out the services carried out in SIARCE's area of responsibility, related to the monitoring and analysis of the biological, physico-chemical and chemical quality of water. These services relate in particular to: - Water sampling in natural environments (ponds, streams, marshes, aquifers, etc.), in networks (sewage, rainwater, drinking water) and sanitation systems (purification plants, storm basins, recovery stations, etc.) or any other environment associated with the large or small water cycle, - Biological sampling (macro-invertebrates, diatoms, fish, cyanobacteria, bacteria, etc.) in the above-mentioned environments, - In situ measurement of basic physico-chemical and/or chemical parameters, descriptions of the environment (temperature, oxygenation, pH, conductivity, etc.), - Analysis of water samples and/or other samples in approved laboratories (physico-chemistry, chemistry and biology), - The description and interpretation of the results of sampling and analysis, with regard to the regulations and standards in force, as well as with regard to the characteristics of the watersheds and sampling sites associated with the samples and the hydrological, hydrogeological and meteorological conditions, - The interannual monitoring of the quality and balance of the watercourses and aquatic environments of the SIARCE territory, on the basis of the above-mentioned elements. The framework agreement will be implemented by issuing order forms. This is a single-award framework agreement, concluded without a minimum and with an annual maximum of EUR 105,000.00 (excl. tax). The amount is the same for each renewal period. The services shall be paid for by applying the unit prices set out in the price schedule to the quantities actually carried out. Prices are subject to revision. The estimated amount is indicative and includes all renewal periods. The contracting authority does not wish to impose any form of grouping on the successful tenderer to the framework agreement. However, in the event of recourse to the joint group, one of the co-contractors shall be designated in the instrument of commitment as authorised representative and shall be jointly and severally liable with each of the other co-contractors for the obligations of the group towards the buyer. The transmission of documents by electronic means shall be carried out on the contracting authority’s buyer profile. Each transmission will be subject to a certain date of receipt and an electronic acknowledgement of receipt. The envelope will be considered "out of time" if the download ends after the deadline date and time for receipt of offers. If several folds are transmitted successively by the same candidate, only the last fold transmitted within the time limit is taken into account by the buyer. It must therefore contain all the documents required under this consultation. The envelope may be accompanied by a back-up copy sent within the time limit, in physical electronic form or in paper form.
