1.The subject of the order is: Preparation of documentation for the task entitled: Expansion of provincial road No. 835 in the scope of construction of sections of roads for pedestrians and bicycles with a length of approx. 9,0 km’, hereinafter referred to as the ‘Documentation’. 2.Purpose and basis of development The purpose of the contract is: a) Elaboration of multi-industry comprehensive project documentation at the stage of construction and implementation projects, together with geodetic and legal documentation, decisions and all arrangements and opinions, for the project entitled: ‘Extension of provincial road No 835 with regard to the construction of sections of roads for pedestrians and bicycles with a length of approx. 9,0 km’ to obtain a decision on the permit for the implementation of a road investment (ZRID decision) pursuant to the Act of 10 April 2003 on special rules for the preparation and implementation of investments in public roads (Journal of Laws 2024, item 311 as amended) together with obtaining the opinions required by law, preparing the application together with all the required annexes. b)Development of materials and annexes necessary to obtain a decision on environmental conditions for the project together with its obtaining by the Contractor. c)Development of materials and annexes necessary to obtain a water and legal permit for the project together with its obtaining by the Contractor. d)Development of materials necessary to announce and conduct a tender for the execution of construction works, required by the Public Procurement Law and subsequent implementation of the task. 3.The detailed scope of the subject matter of the contract is included in the ‘Description of the subject matter of the contract’ (hereinafter referred to as ‘OPZ’). 4.The Contractor is obliged to perform the Author's Supervision during the execution of works covered by the project documentation, the planned date of completion of the investment on December 31, 2028. 1) Author's supervision includes: a)Out-of-town author's supervision (maximum number of 40 supervisions): -preparing the material for supervision, -time of travel from the design office to the construction site and back, -time spent on the construction site in one day, -handling matters related to supervision after return. (b)Local authorship supervision (maximum 40 supervisions): simple activities carried out at the premises of the Design Unit, if this results from the needs of the investment, e.g. issuing an opinion, performing an analysis or preparing a letter not requiring presence at the construction site, etc. 2) Author's supervision will be exercised at the ordering party's request. Author's supervision orders will depend on the needs of the Ordering Party. This means that the Ordering Party may resign from all or part of the maximum amount of copyright supervision specified by the Ordering Party (option right). 5.The contracting authority specified in the GIP that the subject-matter of the contract, i.e. the project, is to include, inter alia: "Removing architectural barriers to ensuring accessibility for all users, in particular for people with disabilities" (point II.1.7 of the OPZ), and thus as a public facility after construction, will have no restrictions on accessibility by road users, including people with disabilities, which is required by the provisions on the requirements of, inter alia: Regulation of the Minister for Infrastructure on technical and construction regulations for public roads (Journal of Laws 2022, item 1518, as amended) and the Regulation of the Minister for Infrastructure on the technical conditions to be met by buildings and their location (Journal of Laws 2022, item 1225, as amended). 6.The contract in question shall be awarded as part of the contract for the task ‘Point-based investments to improve road safety and investments to increase the safety of non-motorised road users’. 7.The subject of the contract is planned for co-financing from the European Funds Programme for Lublin 2021-2027. 8.In accordance with Art. 1 and 2 of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation) Urz.
