Description

The City of Riihimäki (hereinafter the "Procurement Unit" or the "Subscriber") invites tenders for the procurement of the City of Riihimäki's ticketing, payment and information system for local transport as a SaaS service in accordance with the invitation to tender and its appendices. The procurement also includes in-vehicle equipment and the related system. The customer acquires the services in accordance with the contract as a complete solution, which may consist of several systems. The ticket, payment and information system is used to maintain and publish timetable, departure, route and stop information, as well as to sell and validate tickets and maintain their prices and features. In addition, the system collects and processes travel and tracking data and accounts for the accumulated ticket revenue and ensures that it is allocated to the right parties. The system is also used to order call traffic and present related information to the customer. The service package is divided into the areas set out in Appendix 2 (Definition of competition sites). In several areas, requirements have been set for the client application. In these contexts, a customer application refers to one and the same customer application, with which the requirements of all areas must be feasible. The duration of the contract period is 01.12.2025-03.06.2029, after which there is an option period of 3 years. The subscriber decides on the exercise of the option period independently no later than 12 months before the end of the actual contract period. The contracting entity does not commit to certain procurement volumes, and the agreement does not constitute an exclusive right for the Service Provider to execute the procurement. One (1) supplier is selected as the contract supplier. In this procurement, the criterion of the most economically advantageous is the lowest price. The minimum quality requirements laid down in the invitation to tender allow comparison on the basis of price only. All procurement requirements are set out in the invitation to tender and its annexes. Where two tenderers offer exactly the same total price, the contracting entity shall carry out a draw to settle the investment between the tenderers.
