Description

The Central Project Management Agency (CPVA) intends to acquire explosives neutralisation cannons (the object of purchase) for the Lebanese Armed Forces. This procurement is carried out in accordance with the Project Contribution Agreement signed on 11 July 2025 between the CPMA and the European Peace Facility established by Council Decision (CFSP) 2021/5091, represented by the European Commission as Administrator of Assistance Measures in support of the Lebanese Armed Forces. Annex 1 Activity 1.2 to the project implementation contract. Public procurement provides: ‘The parties to this Agreement agree that the project's implementation is of special urgency (as confirmed by the crisis declaration for Lebanon currently in place at the EC level). On this basis, CPVA will carry out the relevant procurement of the equipment to be provided to the LAF by means of announced procedures without prior publication, as applicable under its own procurement rules’.
