Description

The subject of the contract is the granting and servicing of a long-term bank loan in the amount of PLN 50,000,000 to finance the planned deficit of the city budget in 2023 and repayment of previously incurred liabilities under loans, loans and bond issues. The contract was not divided into lots due to the fact that the only possibility of dividing the contract into lots in this case would be to order more than one loan granting and servicing service, and thus to order, for example, two loans worth PLN 25,000,000. This would be economically inefficient for the contracting authority, given that it is possible to obtain a lower interest rate and margin from the maximum loan value. In addition, it would not pursue the objective of splitting the contract to make public contracts more accessible to small and medium-sized enterprises, since the economic operators, which in this case can only be banks in accordance with the law, are large enterprises.
