Contract award - Framework agreement for fibre, with materials and the accompanying services such as excavation and laying of new fibre cable.
Ringerike municipality would like to enter into a contract with a tenderer for excavation and laying of infrastructure (fibre), as well as the delivery of some equipment in connection with replacing and purchasing parts for fibre work. See the price form for this. The contract is for the provision of fibre optic contract services, including the establishment of fibre optic infrastructure for new locations, as well as performing assignments within operation, maintenance and error recovery as needed. The tenderer shall be responsible for the engineering design services and shall submit documentation of all completed assignments in a more agreed format.

Description: Under this point: The tenderer ́s organisation and follow-up of the contract in order to ensure the contracting authority ́s needs. Documentation requirement: Completed Annex 3 - Response to the award criteria Quality, assignment comprehension and competence. In this annex the tenderer shall: Describe the organisation intended for the framework agreement, including a permanent gender neutral preferred with responsibility for following up all deliveries. Describe how the tenderer plans to carry out the work, including methodology, use of equipment and technology, as well as measures to ensure quality and efficiency in the execution of fibre work. Describe how the tenderer ensures continuity of the service delivery in the event of long-term illness, leave or other absence. Present a plan for response time and management of unforeseen events, for example in the event of acute fibre breaches resulting from overgraving cables/cables. The plan shall include how error recovery is organised, prioritised and carried out in order to minimise interruptions to operations. Under this point: Competence and experience of the offered personnel, with particular emphasis on reference projects of an equivalent nature and knowledge of fibre mapping tools (Telme/Telemator). Documentation requirement: Tenderers shall submit cVs for the following personnel: 1 fibre work (experience with fibre shaving, route laying and error recovery). One consultant (senior consultancy and engineering design services). CVs shall refer to experience through relevant reference projects that show the ability to carry out the assignment, as well as knowledge of fibre mapping tools (Telme/Telemator). Please note that it is the offered personnel who shall comply with the contract.

Description: Zero emission vehicles (70%) Under this criteria: The tenderer ́s ability to utilise zero emission vehicles, i.e. vehicles that go completely on electricity, hydrogen, biogas or a combination of them. Documentation requirement: Completed Annex 4 - List of vehicles Return scheme (30%) Under this criteria: The tenderer ́s scheme for the return of waste and source sorting. Documentation requirement: Completed Annex 5 - Response to the award criteria Return Scheme. In this annex the tenderer shall: Describe how waste is handled, including recycling schemes and source sorting measures in order to ensure environmentally friendly waste management.
