Preservation biology arctic fox 2021-2026 - alteration of scope in contract
The Norwegian Environment Agency intends to change the contract "Conservation Biology Arctic Fox 2021-2026" with the Norwegian Institute for Natural Research (NINA) on the execution and coordination of conservation activities for arctic foxes, so that the economic limit in the agreement is expanded. There has been more need connected to the existing commitment for safeguarding the health and production of arctic fox at the breeding station. In addition there is a need for the other activities in the contract, particularly connected to the operation and maintenance of the breeding programme, including the breeding station at Sæterfjellet in Oppdal, initiatives in the field, management relevant research and the national monitoring programme. The framework agreement was signed with NINA in 2021 and an intention notice was signed in doffin 05.03.2021 and an amendment was made to the contract by intention notice 07.10.2024. The Norwegian Environment Agency believes that the nature of the procurement has not changed, it is the same services that shall be provided in this expansion. A change of tenderer will not be seen as a possibility, as the assignment requires technical and species specific special competence, i.a. on veterinary medicine, an analysis tool (including the SNP chip and genetics) and database systems (the Pre-log and DNA database). The supplement will not change the contract ́s financial balance to the advantage of the tenderer. The Norwegian Environment Agency needs to increase the framework by 23% during the contract period (estimated from change 07.10.2024). Our assessment does not mean that the procurement ́s overall character will be changed, as the activities will be the same as in the existing framework agreement. An additional agreement for the extension of the contract 'Preservation biology arctic fox' will be entered into pursuant to the Public Procurement Regulations PPR § 28-1 (1) letter d.
