Description

50-800/16 Integrating a specialist integration service within the meaning of SGB IX to implement the measure ‘intermediation by third parties for unemployed persons entitled to work (ELB) with a recognised severe disability or for ELBs who are treated as severely disabled persons and ELBs engaged in a mini-job’ on the basis of Section 16(1) of Book II of the Social Code (SGB II)
in conjunction with Section 45(1), first sentence, point 3, of Book III of the Social Code (SGB III)
The objective of the measure is to recruit disabled participants in long-term jobs subject to social security contributions of at least 15 hours a week and a monthly income of more than EUR 400, depending on their labour market availability. The aim is to achieve direct work integration through individual social and professional support for participants, as well as efficient management of candidate and placement processes.
At least 15 % of the participants in the action are expected to:
(a) start employment subject to social security contributions according to its individual labour market availability; or
(b) with mini-job in employment subject to social security contributions
in line with their individual labour market availability, which:
put an end to the need for assistance.
The contractor must have a recognition/mandate issued by the Hessen Regional Welfare Association as an integration specialist service for the Wiesbaden region and attach it to the tender.
The measure is aimed at jobseekers within the meaning of Paragraph 109(2) of the SGB IX (Temporically disabled and those treated as severely disabled) and mentally disabled jobseekers within the meaning of Paragraph 109(4) of SGB IX with a degree of disability of 30 who are entitled to benefits under SGB II and who may work slightly in so-called EUR 450 jobs.
The duration of the assignment is 12 months. It starts on 1.5.2016 and ends on 30.4.2017. There is an option to renew the contract for a further 12 months (until 30/04/2018), which is available only to the Contracting Authority.
No holidays are foreseen for the measure. The contractor shall offer the action on a continuous basis.
The number of places in the contract period shall be 22 places. Of these, 20 places will be allocated to the KommAV and 2 places for young adults from the training agency of the state capital Wiesbaden (AGT), which are to be retained by the contractor throughout the entire duration of the action.
For assignment, contracting authorities and contractors may agree, by mutual agreement, on a temporary increase of up to 20 % of the required number of 22 places in order to avoid waiting times in the event of peak demand.
The corresponding spatial, actual and technical equipment must be adapted to the number of places.
The individual allocation period is 6 months.
The introduction of the measure is flexible. The contracting authority shall endeavour to ensure the timely replacement of vacant places up to the maximum number of participants.
If the period between the expected date of individual participation and the end of the contract is less than 6 months, the individual participation period may also be less than 6 months.
As a general rule, the action ends after the individual allocation period of the participants or when the action is achieved, or when the benefit is terminated.
The place where the services are provided is the urban area of the state capital Wiesbaden. The site must have appropriate infrastructure and be easily accessible by public transport (public transport) within a reasonable time.
