Description

The subject of this public procurement procedure is the provision of services for the collection and management of municipal waste from owners of real estate residing in single-family, multi-local and real estate on which a holiday home is located, or other real estate used for recreational and leisure purposes in the Municipality of Bulkowo in the period from 01.01.2026 to 31.12.2027 in the following manner: ensuring that recycling rates, preparing for re-use and recovery by other methods are achieved and that the weight of biodegradable municipal waste transferred to landfill is reduced, and in a manner consistent with: a) the provisions of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (Journal of Laws of 2025, item 733), (b) the Waste Act of 14 December 2012 (consolidated text: Journal of Laws Journal of Laws 2023, item 1587 as amended), c) Regulation of the Minister of the Environment of 16 June 2009 on health and safety at work in municipal waste management (Journal of Laws of 2009, No 104, item 868), d) the Regulation of the Minister of the Environment of 11 January 2013 on detailed requirements for the collection of municipal waste from property owners (Journal of Laws No. Journal of Laws 2013, item 122) e) Regulation of the Minister of Climate and Environment of 3 August 2021 on the method of calculating the levels of preparation for re-use and recycling of municipal waste (Journal of Laws No. Journal of Laws 2021, item 1530), f) Regulation of the Minister of the Environment of 15 December 2017 on the levels of reduction of landfilling of the weight of biodegradable municipal waste (Journal of Laws of 2017, No. Journal of Laws 2017, item 2412), (g) by the Regulation of the Minister for Climate and the Environment of 10 May 2021 on the method of separate collection of selected fractions of waste (Journal of Laws No. Journal of Laws 2021, item 906), h) by the Regulation of the Minister of Climate of 2 January 2020 on the waste catalogue (Journal of Laws No. Journal of Laws 2020, item 10), i) the provisions of the applicable Provincial Waste Management Plan, adopted by resolution of the Mazowieckie Regional Assembly No 95/25 of 25 February 2025 on the adoption of the Waste Management Plan for the Mazowieckie Province 2030, hereinafter referred to as PGO WM 2030, j) the Regulations for maintaining cleanliness and order in the Municipality of Bulkowo in force during the contract, k) the resolution in force during the contract on the detailed method and scope of providing services for the collection of municipal waste from property owners and the management of this waste, in exchange for a fee paid by the property owner for the management of municipal waste.
