Description

Award of a mixed concession for goods and services for the energy upgrading service and the management of public lighting facilities in the municipalities of Azeglio, Baldisserano, Bibiana, Bussoleno, Pecetto Torinese and Rivalta Torinese of the Metropolitan City of Turin, including ordinary maintenance and extraordinary maintenance as indicated in the tender documents, in line with the legislation in force, including on saving, containment and energy optimisation. The purpose of the procedure is to obtain the submission of a technical and economic offer for the following services:
— Energy upgrading and efficiency measures on the public lighting installations in the municipalities of Azeglio, Baldisserano, Bibiana, Bussoleno, Pecetto Torinese and Rivalta Torinese listed in Annex A to these specifications, which may be freely offered by the competing undertaking in the course of the tender, improve the minimum savings limits for consumption and investment laid down by the Contracting Authority in the annexes to the tender specification, with the detailed rules for participation set out in Article 8 of the tender specification and using the relevant annexes to propose the technical and economic offer;
— Routine maintenance and extraordinary maintenance, as described in the Management Specifications, of the works and efficiency measures implemented by ESCo.
The savings guaranteed for each municipality set out in the technical tender by the competing undertaking will be checked and monitored in accordance with the Plan for Monitoring and Verification of the Performance and in accordance with the provisions of the EPC Implementing Contract and the Management Specifications, thereby adjusting the fee fee (Article 6 of the Specifications) to be paid to the agent. We refer to the specific application of Article 164 et seq. of Legislative Decree No 50/16 to Concession Contracts.
