Framework contract for first-response light-duty vehicles
The subject of the contract is a tender with a validity of 9 months, for a framework contract for a period of 5 years allowing the purchase of a maximum of 10 firefighter vehicles for the first interventions. The vehicles have a superstructure at the rear, allowing the loading of equipment. Vehicles shall be equipped with an on-board fire pump, independent of the engine of the vehicle and having the possibility to be used in the vehicle as well as outside the vehicle, independently. They will allow rapid and secure interventions from the beginning of the intervention, until the arrival of heavy means. The vehicles will have the task of intervening on places affected by fires and for rescues. Vehicles must be capable of rapid deployment and must have a maximum total weight of 3.5 tonnes in order to be driven with a B licence. Vehicles must have the following eliminatory technical specifications: * Provide a van type vehicle. * The vehicle is equipped with a diesel engine. * Engine power is at least 160 hp. * Total weight is maximum 3.5 tons. * The vehicle has 2 axles. * The vehicle is equipped with a 4x4 transmission. * Provide automatic, robotic or similar transmission (without clutch pedal). * Provide an interchangeable trailer hook (variobloc type or similar) with coupling for ball and ring trailer. * The capacity of the coupling hook shall be at least 1'500 kg for ball and ring couplings. * The vehicle is equipped with a double cab (no single extended cab). * The cab of the vehicle has 3 seats, arranged as follows: 2 at the front and 1 at the right rear. The left rear part is not equipped with a seat and allows the loading of equipment. * Provide a water pump with a minimum flow rate of 1,000 l/min at 10 bar (FPN 10-1000). * The water pump can be used both inside the vehicle and unloaded from the vehicle (removable). * All emergency signal lights, including blue and penetration lights, shall be installed in accordance with the standards in force (SCAN Neuchâtel expertise). * The vehicle will be registered in blue plates. * The vehicle will comply with the emission standards in force at the time of delivery. * All items mentioned in the list of equipment in Annex C.6 shall be stored in the vehicle. * The interior fitting out of the equipment is done in collaboration with ECAP. * The vehicle is adapted to the climate and topography of the entire Canton of Neuchâtel, as well as to the building where it will be parked. * The technical specifications marked ‘eliminatory’ in Annex C are all accepted.
