Description

The contract covers the following services: Implementation of IT tools for human resources development. The purpose of this Framework Agreement is to: - the acquisition, implementation, corresponding necessary training, evolution, hosting, maintenance and support of a Human Resources Information System (HRIS) software solution - as well as the modules associated with this solution, for the Department of Essonne. This ‘IT overhaul’ of the HRIS must include: a software managing the HR management of the hiring, the follow-up of the employee until his departure inactivity, a software managing the training, the interviews, the trainings, a service of assistance to the management of human resources (including the regulatory obligations). Description: this solution must meet the contracting authority’s human resources management and management needs, through four separate lots: Lot 1: Provision and deployment of a module enabling the analysis, monitoring and anticipation of changes in jobs, skills and workforce. The tool will need to integrate skills mapping, HR planning and reporting capabilities. Lot 2: Provision and deployment of a module for the planning, administrative management and monitoring of training activities. The tool should cover, in particular, registration of needs, registration for sessions, monitoring of attendance and budgetary management of training. Lot 3: Professional interview management tool Provision and deployment of a module for the preparation, execution and follow-up of professional interviews. The tool will need to integrate the management of objectives, assessed competencies and associated action plans.
