Note: Not all information for this procedure were successfully computed. Please consult linked documents for more details.
The subject of the contract is the conclusion of a framework agreement for a fixed period of 48 months from the date on which it takes effect. The subject-matter of the framework agreement is to lay down the conditions for carrying out routine and construction maintenance of bridges and special structures, including urgent measures to ensure the safety of operation and ensuring the appropriate transport-engineering decision. (“Framework Agreement”). The framework agreement will be concluded between the Contracting Authority and up to 5 (five) suppliers. If the Contracting Authority is unable to select the number of suppliers referred to in the previous sentence, the Contracting Authority may conclude a Framework Agreement with a lower number of suppliers that meet the specifications, but with at least 3 (three) suppliers. The award of public contracts on the basis of the Framework Agreement will be carried out in accordance with the procedure without reopening of competition pursuant to Section 134 of the Act on Public Procurement and in accordance with the procedure with reopening of competition pursuant to Section 135 of the Act on Public Procurement. In accordance with the procedure without reopening the competition, partial public contracts will be awarded, the estimated value of which in an individual case will not exceed CZK 3,000,000 excluding VAT. However, the contracting authority is always entitled to award a partial public contract in accordance with the procedure with the reopening of the competition (in a mini-tender). More detailed conditions are laid down in the binding model of the Framework Agreement, which forms Annex 2 to this ZD. Under the Framework Agreement, individual partial contracts will be awarded for the implementation of individual activities in the implementation of: • routine and building maintenance of bridges and special objects (bridges, walls, noise barriers, retaining walls and other building objects); • repairs and reconstructions of bridges and special buildings (bridges, walls, noise barriers, retaining walls and other building objects); • repairs and reconstructions of listed and otherwise protected bridges and special buildings; • support of bridge structures ("Work") in relation to bridges and special objects under the administration of the Contracting Authority, continuously according to the current needs of the Contracting Authority. The subject-matter of performance of the public contract is specified in detail in Annex 2 to this ZD – Framework Agreement, and Annex 2 thereto – Inventory of the individual Works in the performance of the public contract (‘Inventory of Works’). The expected scope of individual Works is given in Annex 3 to the ZD. The subject-matter of the public contract should cover the need for Labor in relation to all bridges and special buildings administered by the Contracting Authority during the period of performance of the public contract. The Participant to the Framework Agreement will be obliged to ensure a comprehensive implementation of the requested Works, including all the means and equipment necessary for their implementation. The contracting authority expects to ask about 300-400 construction and other events per year on the basis of the Framework Agreement. The contracting authority expressly points out that it may also award partial public contracts on the basis of the Framework Agreement in so-called packages covering several partial public contracts (linked in particular by a territorial, factual or temporal context). Partial contracts will be concluded for the performance of individual partial contracts in accordance with the model set out in Annex 1 to the Framework Agreement (‘Subcontract’).
